School Quality Survey
As part of our District's Strategic Plan, we will be surveying students (grades 3-12), parents/guardians, and staff again this year to gather information to assess the climate and culture of Hannibal Public Schools. We encourage you to take this opportunity to provide your feedback on our schools. This year, we are conducting our annual climate and culture surveys through a third-party company, K12 Insight. The surveys are completely anonymous. Below is the link to the School Quality Survey.
Thank you for taking the time to complete the survey(s) and offer valuable feedback to better Hannibal Public Schools before the end of the school day on December 20th, 2023.
We want to hear your thoughts on critical school issues, including academic support, student support, family involvement, school leadership, and safety and behavior. This survey will take approximately 10 minutes to complete. All responses are strictly confidential.
If you have children in more than one district school, you will be able to take the survey again for a different school after you complete this survey.

Filing Dates for the Hannibal Board of Education
The Hannibal School District will accept declarations of candidacy from any person interested in running for a position on the School Board in the April 2, 2024 election. Persons interested can file at the district office at 4650 McMasters Avenue Hannibal, MO. Read more about the requirements and filing information here.
Board of Education Highlights
The Hannibal School District Board of Education held a meeting on Wednesday, November 15th, that was recorded and can be viewed on the Hannibal60 YouTube channel. The agenda can be viewed online under Board Meeting Notices. Below are some highlights.
The meeting began with Terry Martin, staff member leading the Pledge of Allegiance. Mr. Martin has been a bus driver for the School District since 2012. He Was a Corporal E- 4P Served in the US Army & US Navy from 1980-1988.
Student Recognition:
- Siena Minor: All State Golf
- Atticus Sternke: All State Swimming
- Bodie Rollins: All State Soccer
- Thomas Janes: All State Soccer and Academic All State
Audit Report: It was moved by Lee and seconded by Hawes to move Paul Richards from Wade Stables on the agenda. He was allowed to present prior to the Report from Administration. Motion carried 7-0.
Paul provided information regarding the audit report. He went over the packets he supplied to each board member and administrator and answered any questions. It was moved by Hawes and seconded by Parker to approve the audit report for the 2022-2023 school year as presented. Motion carried 7-0.
CSIP: Shawn Brown, assistant superintendent; Meghan Karr, assistant superintendent; Andrea Campbell, PR/Communication Specialist; and Susan Johnson, superintendent, provided an update regarding the Comprehensive School Improvement Plan.
Board of Education Filings: Meghan Karr, assistant superintendent, provided an update regarding board of education filings. As of today there are 3 candidates who have filed for the two (2) open positions that are three (3) year terms: Ron Greenwell, Steve Colyer, and Tysa Coleman.
Bond Refinancing:
Susan Johnson, superintendent, and Ted Sampson, chief operations officer, provided an update regarding what they learned surrounding the questions and direction given by the Board at the Capital Projects Work Session. Larry Hart and Neil Branham were present and asked that the board reconsider allowing L.J. Hart to go ahead with the refinancing. They provided a new proposal except for a very minor adjustment. The savings have gone down due to extending the closing date.
It was moved by Graves and seconded by Lee to allow L.J. Hart to discuss the bond refinancing. Motion carried 7-0 with the following roll call vote: Graves-aye; Evans-aye; Hawes-aye; Coleman-aye; Parker-aye; Lee-aye; and Mundle-aye.
Ted Sampson, chief operations officer, provided names and information from different financial advisors that he spoke to and/or reached out to regarding the bond.
It was moved by Evans and seconded by Hawes to secure Joy Howard to look over the proposal provided by L.J. Hart. Her rate is $150 per hour and she feels she would be able to complete this task within 8 hours. Motion failed 4-3 with the following roll call vote: Graves - nay; Evans - aye; Hawes - aye; Coleman - nay; Parker - aye; Lee - nay; and Mundle - nay.
It was moved by Graves and seconded by Lee to hire Jason Hoffman to be our financial advisor to examine L.J. Hart’s proposals and concerns regarding the bond issue. Hoffman is asked to review and look over the information provided and get back with us with any concerns he might have in an expeditious fashion, which would be by 1:00 p.m. CST on December 14, 2023. Motion carried 6-1 with the following roll call vote: Graves - aye; Evans - nay; Hawes - aye; Coleman - aye; Parker - aye; Lee - aye; and Mundle - aye.
It was moved by Hawes and seconded by Evans to extend this opportunity to Joy Howard to serve us in the same capacity and allot Joy Howard a one month time period if Jason Hoffman does not meet the deadline as outlined above. Motion carried 7-0.
