Meet the Counselor
Many of you know me but we have LOTS of new faces on campus this year! My name is Katey Fostel (Ms. Katey to most) and I am excited to introduce(reintroduce) myself as your child’s school counselor! This is my 15th year at EES, and my sixth year as school counselor. I hope to build meaningful relationships with each and every one of our students, and to collaborate with parents and teachers to ensure the success of all students at Eula. Some of my other roles include:

*Please note school counselors do not provide “therapy” or “traditional counseling”. Counseling at school will be brief and solution focused. Groups will be educational in nature. Referrals for outside counseling services are available if children need additional support.

Handle With Care
New to the elementary this year is the HANDLE WITH CARE form. If you have anything you would like for me to know about your child (behaviors, lifestyle changes, living situation, struggles, etc...) please fill out and submit this form. I will share with his/her teachers IF you would like.
Like I tell the students... What you say Stays with Me UNLESS:
- Someone is hurting you
- You are hurting yourself
- You are in danger
Mental Health Connection- TTUHSC
Eula ISD is one of over 180 school districts in collaboration with Texas Tech University Health and Science Center to effectively assess, refer, and treat students with mental health care needs. This will be our third year in the program.
Campus Alliance For Telehealth Resources (CATR) is a free service for youth in need of behavioral or emotional assessment and care. The program is collaborating with schools in West Texas and can treat students in grades PK-12. Families will provide consent, receive an assessment (Zoom), and then be provided up to 4 telemedicine sessions focused on the outcome of the assessment.
Students must be referred by a school counselor or other designated staff at EULA ISD. All sessions are via Zoom and can be done on campus. Please reach out to me if you think your student would benefit from their services.

Bully and Cyber bullying Prevention and Reporting
What is Bullying?
Bullying is unwanted, aggressive behavior among school aged children that involves a real or perceived power imbalance. The behavior is repeated, or has the potential to be repeated, over time. Both kids who are bullied and who bully others may have serious, lasting problems.
In order to be considered bullying, the behavior must be aggressive and include:
- An Imbalance of Power
- Repetition
Bullying is serious and will not be tolerated at Eula ISD. Below is a form to report alleged bullying that occurred on school property, at a school-sponsored event off school property, on a school bus, on the way to and/or from school, or on an electronic device.
* Anyone that chooses to report an alleged incident may complete the entire form and respond only to questions that you feel comfortable answering and are able to accurately answer.
*You may report anonymously but that may limit the investigation of the incident.
* Feel free to fill out the online form or print it off and bring it to the office.
