Message from Superintendent About Threats at South Eugene High School
Wednesday morning, South Eugene High School again experienced the disruption and anxiety associated with an automated threatening call received by our partners at Central Lane 911 dispatch center. This is the fourth incident in four weeks.
Students and staff responded to the unfolding situation with commendable calm and flexibility, as officials must react with the appropriate actions befitting of the totality of circumstances known at the time.
We cannot overstate the seriousness of these crimes. In addition to the loss of teaching and learning, the emotional toll on our school community compounds with each incident. Furthermore, there are very real costs associated with each response including the drain on limited law enforcement resources, and the redirection of school and district support staff.
Being the parent of two current SEHS students, I too am frustrated and feel this distress on a personal level. As a former SEHS principal and educator, who has been entrusted with the care of students my entire career, I appreciate the strain this puts on our staff and families.
On behalf of our community, I would like to express my continued gratitude to our partners at the Eugene Police Department, the Central Lane 911 dispatch center and the local FBI office. The investigation into these crimes is outside the scope of a school district. It is reassuring to know the incidents are being thoroughly investigated, including coordination with outside agencies in other states experiencing similar threatening calls.
Yesterday, Eugene Police Chief Skinner and I shared an update with our local media outlets announcing the establishment of a CrimeStoppers account that will offer a monetary reward to individuals who may have knowledge of the source of these calls.
Finally, I would like to acknowledge concerns around today’s response including discomfort experienced by students who remained in lockdown as police worked to confirm there was no ongoing, active threat. We do recognize the gravity of each response decision, and as we have shared in the past, in absence of additional information we must respond to the information we have at the time as if it is factual until proven otherwise.
I want to thank the community for their ongoing support and understanding. Knowing that each individual responds differently, we are continuing the supports and resources provided to students at SEHS. Should individual students and families have concerns specific to their student, we would encourage you to reach out to the building administration directly so that they may provide individualized supports.
Once again, I thank you for your partnership in helping our students bring this school year to a safe and productive conclusion.

District Office to Provide More Student Support to Schools
Superintendent Andy Dey has announced a significant overhaul of 4J's district-level operations that reaffirms 4J’s commitment to its simple but powerful mission: Putting our students first.
The reorganization has three main components:
• Teachers on special assignment (TOSAs) will be assigned to specific school buildings to help reinstate support systems to boost students’ academic learning and reduce student behavior that disrupts that learning.
• Student services administrators will be reassigned from the district office to school buildings to provide keen observations and timely support on site that will help align our general education initiatives with our student service programs.
• The executive team at the district office will be streamlined so that’s it’s both simplified and more narrowly focused on the work that will positively impact our students and families.
New challenges and opportunities brought on by the ebbing pandemic demand 4J refine operations at its central office to put the greatest number of resources closest to our students and their classrooms.

Update on COVID-19 Protocols
State health and education officials have provided updated guidance for COVID-19 that changes how we address cases and vaccination status here at 4J. The updated guidance follows the federal government declaring an end to the COVID-19 public health emergency.
Staff and students who test positive for COVID no longer have to isolate for five days. They will need to stay home until fever-free for at least 24 hours and symptoms are improving. Employees will still be required to mask upon return; the 10 days will be determined from the symptom onset date. Through June 30, employees are still required to notify supervisors and administrators if they test positive for COVID, and supervisors and administrators still must report those cases using the online form.
Starting June 17, educators and volunteers no longer have to provide proof of vaccination or have a valid medical or religious exception on file to be in contact with students, either directly or indirectly. In addition, information regarding a person's vaccination status will no longer be requested and will be removed from all employment application information.
Abbott BinaxNOW kits will be ordered for on-site testing at all sites during summer programs and the 2023–24 school year. iHealth take-home testing kits will remain available until the current supply is exhausted.

Welcome, New School Board Members
Four new members will join the school board following the May 16 special election. Elected to four-year terms are: Tom Di Liberto, Position 1, Rick Hamilton, Position 4, Jenny Jonak, Position 5, and Morgan Munro, Position 7.
The four new board members will join incumbent board members Judy Newman, Laural O'Rourke and Maya Rabasa in July after taking their oaths of office. We extend our appreciation for the service of departing school board members Alicia Hays, Gordon Lafer, Keerti Hasija Kauffman and Michelle Hsu. The seven-member school board sets the policy and vision for our district and hires and oversees the work of the superintendent, who leads its day-to-day operations.
Save the Date: Let's Celebrate Our 2023 Retirees
It's time to celebrate the accomplishments of this year's class of 4J retirees.
An in-person celebration will be held in their honor from 3:30–5:00 p.m. on Friday, June 2, in the auditorium of the 4J Ed Center, 200 N. Monroe St. There will be refreshments, music, camaraderie — and plenty of memories and words of thanks and gratitude expressed for our roughly 50 retirees.
Thank you, retirees, for your time and service to our district and community! We look forward to celebrating you as you begin the exciting next chapter of your life.
North Eugene Closure Party Draws Huge Crowd
Generations of Highlanders filled the hallways of North Eugene High School on the evening of Thursday, May 11, during the building’s closure party that was rich with camaraderie, nostalgia and school spirit.
About 1,200 current students and employees, alumni and retired educators reminisced with colleagues and classmates, revisited their high school years in the pages of old yearbooks and newspapers, and scanned the faces in the class photos that line the school’s main hallways (see more photos).
“This was beyond our expectations,” said Cheryl Wallace, a 1966 graduate and retired 4J educator who served on the event’s planning committee. “It reaffirms that there’s a lot of tradition and a lot of family here.”
We look forward to the Highlander staff and students beginning a new chapter in their history when the new North Eugene High School building opens this fall.
850 Howard Building Planning Moving Forward
The 850 Howard building, named for its street address, currently is home to two schools: Kelly Middle School and Yujin Gakuen Japanese Immersion Elementary School. Y-G moved into the building in the fall of 2020.
Our district has initiated a three-phase process to approve a plan so the two vibrant school programs can thrive moving into the future.
Our district has set up a new webpage with more information, including possible alternatives and funding sources. We'll keep you updated on the progress of this important initiative.
It's Time to Step Up by Teaming Up
Ready for a new challenge? It's time to team up. 4J's benefits department is kicking off its first group movement challenge starting Sunday through 4J's Walker Tracker program, funded by a Oregon Education Association wellness grant.
Grab your co-workers and have your team join the "Destination: Vacation" challenge in the Walker Tracker app. Once you're in the app, find your school or department and join. Make sure that everyone on the team is logging their steps and activities throughout the challenge. This challenge, which runs through June 3, is for all employee groups so make sure your teachers and administrators join the team. Teams can win in one of three ways, and those teams can select one of several delicious prizes (click on the graphics for details).
