2023-24 State Budget
The Board heard a presentation regarding the State of California's Budget for the 2023-24 fiscal year. While the budget forecast is challenging due to a softening in the economy, the State built up reserves in the good years in an effort to reduce dramatic cuts. The Governor's budget focused on maintaining as many programs as possible and assumes an economic slowdown, but not a recession posing some risks that LASD could incur dramatic cuts in the future.
However, LASD is a Basic Aid District rather than an LCFF district, and relies almost exclusively on local funding rather than state revenues. Therefore, most increases in state funding for public schools do not impact LASD--which is true of next year's State budget. Conversely, the State budget mandated increased transfers of funds from LASD to the charter school and an increased contribution to employee benefits, without additional funding for these expenses. On the bright side, the district is expecting additional state funding for music and arts education, but it is uncertain how much.

Expanded After School Opportunities for LASD Students
The Board of Trustees approved a contract with Right at School, LLC to provide free Expanded Learning Opportunities Programs (ELOP) for students who qualify for free and reduced price meals or are foster youth, as well as paid opportunities for English Language Learners (otherwise known as unduplicated pupils). ELOP is state mandated and requires school districts to offer before school, after school, summer, and intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of students through hands-on, engaging learning experiences.
LASD is thrilled to partner with an experienced school program provider to bring top-quality and varied educational and enrichment opportunities to our students. These new programs will be student-centered, results driven and complement, but not replicate, learning activities in the regular school day and school year. In the coming school year, ELOP will be free of charge to TK through 6th grade students who qualify for free or reduced lunch and/or are foster youth.
Additionally, LASD plans to continue our longtime community partnerships, including with the YMCA, Champions and Children's House, to ensure robust opportunities and availability for before and after school programs.

Expanding Tutoring for LASD Students
To provide more support for students who need an academic boost this school year, the LASD Board of Trustees unanimously approved a contract with the Mentor Tutor Connection. Mentor Tutor Connection coordinates volunteers to provide academic support, including Reading Fellows, who have helped our students boost their reading proficiency in recent years. This partnership has allowed our teachers and mentors to collaborate to understand student progress and ensure continued success.
