City Council Agenda includes: public hearings for 353 Development Agreements for 501 St. Louis Ave., 434 Benton Ave. & proposed reduction to sewer charges. Following Public Hearings council will consider Development Agreements & update for sewer charges.
- Improvements proposed to 501 St. Louis Ave. includes exterior painting, remove south windows, west door, enlarge opening to previous size & install new roll-up style garage door, install metal fence, signs, electrical upgrade and masonry work.
- Improvements proposed to 434 Benton Ave. includes storm windows, replace front/back porch roofs, gutters, front door, electrical, plumbing, HVAC upgrade, remodel entire interior.
- Sewer base rate to be changed from $25.07 to $23.00 and rate per 1,000 gallons changed from $11.40 to $11.28
- purchases include 10-year replacements to Waste Water Treatment Plant Auger & Compactor ($27,510), WWTP Grit Snail ($31,093), & 24-year RDP Lime Slaker Motor & Pump Replacement ($29,950).
- Updated Substance Abuse Policy for Transportation Employees, Mutual Aid Agreement with City of Smithville, Re-Amortization Schedule for ESH, & appropriations

This Week
- Fishing River Watershed Study completed bathymetric survey of Crystal Lakes & CL is evaluating methods to remove silt from the lake, working together to evaluate stormwater storage capacity at the Lake & restore recreational use. We are evaluating the data received from the study & will discuss solutions in January.
- Submitted grant applications this week for Fire PPE & EMS equipment, & to complete Phase II at the Hall of Waters. If funded work at the Hall of Waters would include restoration of the Water Bar, floor, roof, windows & doors in Hall of Springs; shore the front yard & stabilize tower, replace entrance doors, & roof around skylight with repair to walls/ceilings in 2nd floor hallway, white box spa on mezzanine level.
- Thrive Excelsior continues to improve how they communicate the importance of their work. As we strategize how to improve the social determinants of health, we understand poor health can occur to anyone, but those with poor health are more likely to be of lower-income, low educational attainment, lack access to healthcare, & live in substandard housing conditions. We can only address these issues by working together
- Conversations this week centered around the reuse of older, abandoned buildings. Our history has left us with many buildings that we would love to save, if appropriate new uses can be incorporated into the neighborhood where these buildings are located. We know that the value of the building cannot be replicated & it is more economical to reuse rather than to rebuild. The results are mixed, some of the buildings are attractive to developers & some are not. What is a consistent theme, when reusing a building that has been shuttered for 20 years, it is likely the building does not have working heat, electrical or plumbing, & very likely does not meet today's life safety codes. We are working to ensure these older buildings are made safe for people before they are opened for occupancy.
