Below are highlights from the North Shore School District 112 Regular Meeting on June 7, 2021.
Superintendent’s Report
Tuesday’s Superintendent’s report began with a year-end review as the Board held its last Regular Board Meeting of the 2020-2021 school year. Dr. Lubelfeld focused on the District's ongoing Big Three areas of focus - Closing Achievement Gaps, Facility Modernization, and Upgrades, and the Portrait of a Graduate. He went over the ongoing efforts to close achievement gaps and recover from the learning impacts of the pandemic. The report touched on the completed Northwood Middle School project and the process it took to open the modernized building in March 2021, the Edgewood Modernization Groundbreaking Ceremony that took place on June 4, and how the school’s construction will start to unfold, as well as other work that will be completed around the District this summer. Dr. Lubelfeld also spoke about the Modern Learning Committee’s work on a Portrait of a District 112 Graduate. The Vision for the Modern Learning Committee is to recommend actions for District 112 regarding the integration of technology, professional development, and the skills needed to ensure students are successful.
The report concluded with a snapshot of plans to resettle for the return to school in the fall. He spoke about some of the areas of focus in the lead-up to the fall including academic considerations, social and emotional considerations, fiscal and operational considerations, as well as governance and policy considerations.

Preliminary Fiscal Year 2022 Budget Update
District 112 is required per the Illinois School Code to file an annual Board-approved budget with Lake County by September 30 of each year. The Preliminary Budget is primarily based on the expectations of future revenues and expenditures and relies upon the best information available at this time. It is subject to potential changes from June/July through the Public Hearing on the Budget in September. It includes staff and benefit projections, as well as expected capital expenditures. Detailed line items, such as supplies and purchased services, are developed and coordinated by the Business Office. The budget process is built upon participatory, “zero-based budgeting” input from Budget leaders (principals and department leadership). The Budget leaders engage in a cycle of meetings with the Business Office staff to gather their requests for the upcoming year.
In District 112, we are predicting a collection rate of 99.5% for our Property Tax allocation for budgeting purposes. We budgeted for a 98% collection rate during this past year and ended the year with a 99.13% collection rate. We believe this minimal drop in collections was due to the pandemic and will collect 99.5% of the levy next year. On an unaudited cash basis, we estimate ending this year approximately $1.0 - $1.5 million in surplus. The district is projected to be under in salaries and transportation at year-end which will be offset by an increase in risk mitigation measures and expenditures for additional teaching materials for the teachers. In July, the administration will present the FY 2021-2022 Tentative Budget to the Board of Education.

Northwood Middle School Principal
The Board of Education approved the hiring of Dr. Efraín Martinez as Northwood Middle School Principal effective July 1. Dr. Martinez currently serves as Principal of Orozco Academy in Chicago Public Schools. Read more at https://smore.com/xfgu7
