Administrative Reports
10.2 School Resource Officer (SRO) Program Review
School Resource Officers Chad Burnett (UHS) and Michelle Robinson (UMS) gave a year-end review.
SRO duties include, but are not limited to:
- Liaison between UPD and the schools to inform safety concerns and incidents happening after hours and on weekends
- Liaison between the schools and JDC to gather information and maintain a connection with the students and their families
- Member of School Threat Assessment Teams
- Member of District Crisis Committee and School Crisis Teams
- Resource for students navigating the court system and legal questions
The update included a breakdown of incidents that led to police reports, items confiscated, student interactions, student transports, collaborations with the social work team, etc.
10.3 Equity Audit Presentation by Systemic Educational Equity (2023)
Dr. Dubiel, Systemic Educational Equity, LLC, consultant reviewed the final equity audit report
with the Board of Education.
The purpose of an equity audit is to identify areas of strength and needed improvement with particular attention to traditionally marginalized groups. It is a fact finding process that aids in the development of tangible recommendations to mitigate inequities.
- The equity audit findings are not exhaustive.
- The equity audit is a 9-12 month process
- Phase 1: USD created a District Equity Leadership Team (DELT) to give guidance on the quantitative and qualitative direction
- Phase 2: Looking at the quantitative data e.g. demographics, academic programmings, services, academic progress, languages spoken
- Phase 3: Conduct stakeholder focus groups - qualitative data
- Focus groups were divided into three groups: students, staff and families. In total, there were 27 focus groups between these three groups with 103 participants.
- Anonymous surveys were given to staff, students and families. A total of 1,837 surveys were completed.
- Phase 4: Analysis of quantitative and qualitative data
- Phase 5: Findings based on data and organized into the accountability framework, Five Strands of Systemic Equity©
Systems Findings
- Implement measurable, accountable and transparent equity-driven goals and widely communicate to stakeholders.
- Develop strategies to hire and retain specialized staff and continue efforts to diversify staff.
Teaching and Learning Findings
- Develop a curriculum map for each grade level that includes alignment to learning standards, a scope and sequence, instructional supports and rigor for varying levels of learners, embeds cultural and linguistic pedagogy and practices, and autonomy for equitable resources.
- Enhance the dual language and special education programs by fostering collaboration on instructional approaches between them, and then develop regular ‘best practices’ to share with the monolingual and general education classrooms.
- Examine the root causes of lower academic performance among Black/African American students.
Student Voice, Climate and Culture findings
- Establish a student equity advisory committee.
- Heighten positive, meaningful connection opportunities with Black/African American and Free/Reduced Lunch students.
Professional Learning Findings
- Provide mandatory learning opportunities for teachers on the varying pedagogical needs of students that contribute to educational equity.
Family and Community as Agency Findings
- Establish a community equity advisory committee or integrate equity and belonging awareness in current parent/guardian collaboration opportunities.
These are not exhaustive findings. Watch the presentation for more in depth information on these findings.
USD is now moving forward with an Equity Action Plan (EAP). The District Equity Leadership Team will look at the equity findings and determine what should be adopted and also look at what is missing. The DELT will then develop SMART goals.
10.4 School Improvement Updates
Building Administrators from UMS and UHS presented their 2023-24 school improvement plans to the Board of Education.

10.5 2022-2023 Board of Education Goals
The BOE had an initial discussion around goals it wants to achieve next year (2023-24):
- Provide the Superintendent with her performance review by March 1 (the contractually agreed upon time)
- Start a discussion around planning for an elementary attendance redistricting
- Review the board policy manual in regards to our ELLs
- Review/update the District Facilities Plan

Administrative Personnel Items: Assistant Principal at Thomas Paine Elementary
The Board approved Mrs. Erica Rudolph as the Assistant Principal at Thomas Paine Elementary effective July 24, 2023.
Mrs. Rudolph has spent the past three years as a 4th-grade dual language French teacher. She has also served as a multilingual learner teacher and a high school French teacher.
Mrs. Rudolph has a Master's Degree in Educational Administration from Eastern Illinois University, a Bachelor's degree and teaching license from Southern Illinois University, an ESL endorsement from National Louis University and a technology certificate from Augustana University.
Welcome Mrs. Rudolph to USD116 and Thomas Paine Elementary!

12.3 Approval of Guaranteed Energy Performance Contract Agreement with Veregy LLC - APPROVED
12.4 Tentative District Budget 2023-24 - APPROVED
Approval of the tentative budget will be requested. The following are dates for developing and
adopting the 2023-2024 district budget.
- June 20, 2023 Adoption of tentative budget.
- September 5, 2023 Public Hearing and Board Study Session on the 2023-24 budget.
- September 19, 2023 Board approval of final 2023-24 budget.
12.5 Tentative Urbana Adult Education Budget 2023-24 - APPROVED
12.6 2023-2024 Board Meeting Schedule
The Board of Education set the meeting dates and start time for the 2023-2024 school year.
The Board approved the calendar with the following changes:
- October 10 (replacing October 17)
- November 14 (replacing November 21)
- January 9 (replacing January 2)
- January 23 (replacing January 16)
The Board of Education Meetings will be held at Tiger Academy beginning in August 2023 (303 East Fairlawn)
