OSEA Chapter 48 ~ Our Voices
December 2018
Recently, some changes in laws have required us to meet with the District in formal negotiations to bring our contract into compliance with those changes.
The first impact to our contract occurs in Article 2-Association Rights and Responsibilities.
On June 27, 2018 the Supreme Court ruled in favor of a case commonly referred to as the Janus decision. Basically, the Supreme Court ruled it was no longer legal for unions to collect “Fair Share Fees” from any public employees. Since our contract has specific language that addresses Fair Share we negotiated language that is now in compliance with the law. We reached a tentative agreement on those language changes with the District on November 20, 2018 and will be holding a vote prior to the Winter break.
The second impact to our contact is a little bit more complicated than just removing some language that is no longer legal.
The Oregon Pay Equity Law, ORS. 652.220 has impacted how the District hires employees and where they are placed on the wage scale. While we worked very hard with the District to reach an agreement on language in Article 8 that would not harm any of our members, we could not get there. Their proposal would have negatively impacted approximately 200-300 of our members by freezing them on their current step until the employees wage catches up to where the District believes they should be. (We are waiting for actual numbers and names) We will continue to move forward with our negotiations with the District, fighting for everyone equally and will continue to keep you up dated.
~Kim Bonner

President's Message:
November flew by so quickly! It was a great month, though. I was able to attend a workshop on public speaking, and learned so much! One of my favorite take-aways was this-- the first three letters in "UNION" are U-N-I. That's really what it's all about, right? It's "U" n "I" working together to be informed and to support each other. It's a pretty great thing, if you ask me!
One thing that we are working toward is adding to our team of Work Site Organizers. Ideally, there should be a Work Site Organizer (or multiple) at each location across the district. It involves updating the OSEA bulletin board at your site by swapping out the monthly newsletter, and keeping things up-to-date in general. It also involves welcoming new employees at your site, and helping them sign up for OSEA membership. By attending the monthly chapter meetings and reading the newsletter, you will be able to stay informed on the happenings of our chapter! Think you might be interested in this role? Let us know!

I would like to do a staff shout out to Ms. Katrina Kerley.
Katrina is new to the WEX Program at Beaverton High School. We were lucky enough to meet her as she rotated through the school as a substitute Para last school year. Katrina brings a new warm light into our program, strongly advocating for the well being of all students. Katrina brings a smile and energy to staff and students alike. She has a calm inviting energy that creates a safe and comfortable space to all. Katrina was quick to step up and take the position in the WEX program. She has done a fantastic job jumping in with both feet, ready to run into the world of WEX and provide amazing support for this program. She is quick to volunteer to help create business and community opportunities for our students; as well as ready to volunteer her and her families time to support all things that are Beaverton High Work Experience. She also has entered the Beaverton High Community with a positive outlook, open mind and compassionate heart. Katrina is working her way up into being a very strong anchor for the department and for our students. We are all lucky enough to shine along side the light she brings to our classroom. She probably will never be able to hear or understand how valuable she is to all people she supports!

Hearts and Cards Program - Nancy Klepper
We have a wonderful volunteer who heads up this committee, Nancy Klepper who is the Principal's Secretary at Cooper Mountain. She gets emails or calls from members letting her know that someone at their site is needs a touch of love from their OSEA Community. Thus a card is sent to them with LOVE from all of us!
Anyone can email Nancy and request a card to go out to a member who needs a little love or complete this form. If we all watch out for each other we are healthier and happier, sharing sorrow can be strengthening as well. If you'd like to help out the Hearts and Cards committee, email Nancy for more information.
