2024 HCPS Spring Conference
Clerical Professional Learning for March 25: Oracle
Schools and offices will be closed to the public on March 25th for a professional learning day. On March 25, 2024, all school-based and central services clerical staff will participate in an overview of the new HCPS Oracle Procurement process. This larger-scale training will take place at the Lecture Hall at Southampton Middle School. Each clerical staff member is asked to register for one, 90-minute session through HECTOR, by clicking HERE. Please register no later than March 8, 2024. If you cannot attend this session due to annual leave, arrangements will made to deliver this training content.

Havre de Grace High School Named February Family Friendly School!
HCPS Parent Academy, in partnership with Chick-fil-A of Harford County, is proud to announce that Havre de Grace School is the February winner of the Family Friendly School Award!
This month, 15 schools were nominated and 2,492 unique votes were cast by the community among the nominated schools, naming Havre de Grace High the winner with 418!! Not only does the school earn the coveted title of Family Friendly School for the month of February, but the entire school staff will be treated to a luncheon by the program partner, Chick-fil-A of Harford County.
We want to also recognize this month's runner-up schools:

HCPS Limelight events are held virtually once a month during the school year and are sponsored by a different community business partner each month. “African Americans and the Arts”
The Black History Month 2024 theme, “African Americans and the Arts,” explores the key influence African Americans have had in the fields of visual and performing arts, literature, fashion, folklore, language, film, music, architecture, culinary and other forms of cultural expression.

HCPS Senior Staff Take Civil Rights Tour Around Harford County
In honor of Black History Month, the HCPS Senior Staff team participated in a facilitated civil rights tour around Harford County on Monday, February 26. A journey through history, this tour was not only an opportunity to learn and reflect on the civil rights movement, but also a chance for them to celebrate the contributions and achievements of African Americans in the history of Harford County. It was both an educational and inspiring experience.
A big thank you to Vicki Jones, Talent Pathways Project Manager, and Paula Stanton, Supervisor of Equity and Cultural Proficiency, for planning and organizing this event, and to Cathy Bendis, Director of Transportation, for arranging the transportation. Their hard work and dedication made this event possible, and we are truly grateful for their efforts.
Board of Ed Members Also Take Part in Civil Rights Tour
In addition, on Tuesday, February 27, the Board of Ed Members also participated in the tour.
Old Post Road Elementary School
The Proud Penguins of Old Post Road Elementary School are celebrating Black History Month in a bright and beautiful way. From gorgeous artwork adorning the halls to colorful and vibrant classroom libraries, OPES is showcasing the contributions of famous African Americans.
Special Shout out to Principal Ron Wooden and his team for creating such a beautiful space for learning.
Patterson Mill Middle/High School
The Patterson Mill Huskies are celebrating Black History Month by Honoring Risk Takers and Explorers in History. This beautiful wall display showcases the amazing accomplishments of great Americans while highlighting the outstanding talent and brilliance of our students.

Havre de Grace High School
Havre de Grace High School’s SGA Diversity Committee created a Black History Month library display. Sophomore, Devin Herbert, Junior, Chase Zellman, and Sophomore, Sophia Holloway planned and decorated a display case that can be seen upon entering the library. They found books to spotlight and celebrate black excellence and came up with trivia questions that were read on the morning announcements each day in February. They gave prizes to the trivia winners to generate meaningful conversations at school. The students took the lead, planned, decorated, and executed the entire event for their school community and did an awesome job.

Fountain Green Elementary School
This month, students at Fountain Green Elementary School celebrated both Black History Month and the Lunar New Year in Art. Students created mini-research reports, created lanterns, and practiced using chopsticks to demonstrate their learning about the Lunar New Year. To celebrate Black History Month, students discussed famous African American scientists and how their inventions positively impact society. Students also shared and discussed famous African Americans depicted on their school display.

Bel Air High School
Celebrating great African Americans is a school-wide endeavor at Bel Air High School. Thanks to the school counselor, Ms. Lori Hackett, the Bobcats participated in a Black History Month Scavenger Hunt, which included important history from our very own Harford County, MD. Go, Bobcats!
Joppatowne High Hosts First Annual HBCU College Fair
Last week, Joppatowne High School hosted a Historical Black College and University (HBCU) college fair! Nearly 400 people attended and enjoyed a great night filled with laughter, education, and joy! More than 12 colleges were represented. Multiple fraternities, sororities, and organizations shared information on scholarships, youth leadership, and mentorship!
Display of Flags Policy - Feedback Requested
On Monday, February 26, 2024, a policy titled, “Display of Flags,” was presented at the Board of Education of Harford County business meeting. The meeting, including the policy presentation and Board conversation, is archived here.
Throughout the year, the Board will seek views and comments from the public, including HCPS staff, on a number of issues. The Board is currently seeking public input on this and other policies via their webpage. The “Display of Flags” policy is posted for 30 days of public comment, concluding on March 28, 2024.
This page is updated frequently, and the Board of Education asks that you visit this page throughout the year to provide your input on presented policies.
2024-2025 HCPS Calendar Updates Approved
At the Monday, February 26, 2024, Board of Education Business Meeting, edits to the 2024-2025 HCPS School Calendar were presented and consequently voted on by the Board of Education.
The updated 2024-2025 calendar is below and can be viewed on the calendar page of hcps.org.
The first and last days have not changed. What has been updated is quarter end dates and prekindergarten start and end dates. Two early dismissal dates have also been updated; an early dismissal previously scheduled in May has been rescheduled in December, and an early dismissal on December 20, 2024, has been updated to reflect an early dismissal for students and staff.

Celebrate School Social Work Week
March 3-9, 2024
Within Social Work Month, the first week of March is designated as School Social Work Week. This week is set aside to recognize the specific work of social workers providing support to students and staff members in educational settings across the country.
Within HCPS, school social workers counsel students, connect families to resources, advocate for students, and provide valuable professional learning to staff members. They truly embody this year’s School Social Work Week theme, Pearls of Wisdom.
The impact of school social workers is best described by Terrlilyn Rivers-Cannon, Board President for the School Social Work Association of America, “In the tapestry of education, school social workers are the threads of compassion, weaving empathy, support, and understanding into the fabric of students' lives. National School Social Work Week is a canvas to celebrate their profound impact a masterpiece of care, advocacy, and transformative influence.”

English Learners Summer Program Application
HCPS, in partnership with the Office of English Learners (EL) and LASOS, is seeking educators and staff to work our "EL Summer Camp 2024."
This camp is open to all EL students in grades K-12 who are interested to learn about their community and how they play an important role in its functioning. A variety of hands-on academic and social activities are planned to help students to grow in their English proficiency. Walking excursions and visits to community agencies are also planned.
Details:
- Students will be grouped by age level.
- Camp will run 6/24/24 - 7/19/24 (Monday through Thursday); Fridays are held off-site.
- Camp times: 9:00 a.m. to 3:30 p.m. *Teaching staff will work from 9:00 a.m. to 1:00 p.m. each day. Additional opportunities may be available through LASOS as an afternoon lead.
- Camp location is Bel Air High School.
- This is a paid opportunity.

Emmorton Elementary Students Name Local Tributary
Some of our amazing students at Emmorton Elementary School have successfully named a local tributary!
A group of eight dedicated students took charge of this initiative to name an unnamed tributary flowing through Harford Glen Environmental Education Center, finally reaching Atkisson Reservoir and Winters Run. It is now called Wheel Creek!
Motivated by their passion to understand and protect local waterways and the Chesapeake Bay, our students, along with Harford Glen Environmental Education Center and Harford County Watershed Protection Group, delved into the ecological importance of the creek.
During their research, the Committee discovered the historical significance of Wheel Road, originating from the Hollingsworth Wheel Factory in the area. Following this research, the student decided on the name Wheel Creek, recognizing its economic and local importance during Harford County's early development.
To formalize the process, the Committee applied to the U.S. Board on Geographic Names. The application was submitted on September 8, 2023, and as of February 15, 2024, Wheel Creek has been federally recognized on United States Geological Survey stream maps!
Let's celebrate this incredible achievement and the dedication of our students in preserving Harford County's history!

Please keep in mind that per MSRA guidelines, all retirements must take place on the 1st of the month.

March Engage for Education Listening Session

STAR AWARD
The Office of Student Services is accepting nominations for the STUDENT SERVICES STANDOUT AWARD (S.T.A.R. AWARD). This award is presented once per semester (biannually) to a nominated member of the Student Services staff. The nominee must currently be an employee budgeted under Student Services who is based in a school or Central Office. This would include staff under the offices of School Counseling Services, School Health Services, Psychological Services, Social Workers, or Pupil Personnel Services. Any person, regardless of position or relationship to the nominee, including students, may make the nomination. The nomination form and supporting narrative must be submitted by May 1, 2024. Kindergarten Registration - Coming Soon!
On March 1, 2024, Kindergarten registration will be available online. Applications for early entrance kindergarten and advanced placement to first grade will be available to print online. Parents/guardians may also visit any HCPS elementary school to pick up a paper application.
Pre-K applications will open on May 3, 2024, and more information will be shared once it’s available.
Due to state law, prekindergarten and kindergarten instruction are not permitted to be virtual. This means prekindergarten and kindergarten registration is not available at Swan Creek School.

IIRP Restorative Practices for Educators
Exciting Professional Development Opportunity
Course Title: IIRP Restorative Practices for Educators
Course Description: Building and strengthening relationships and community is a critical component of school culture. Restorative practices are an essential process for creating a positive learning environment, building social capital, and resolving relational issues.
During your training session, you will learn the fundamental theory and practices for engaging with students, staff, and parents in your school setting.
Topics include the importance of being explicit about practice, how to set high expectations while being supportive, and ways to build community in your setting. We will discuss giving direct feedback, asking questions that foster accountability, and using effective methods to resolve common conflicts.
You will learn to apply the restorative practices continuum, understanding which restorative processes are best for achieving certain goals or responding to particular situations. We will focus specifically on facilitating circles, an essential process for creating a positive learning environment and school culture. Circles can be used both proactively and responsively to build social capital, sustain relationships, address social problems, and respond when harm occurs. Participants will spend time planning circles to use in their schools.
CANVAS Pre-Work Modules: All participants must complete the RA for Educators Canvas Modules before attending their scheduled training.
Location: These training sessions will be offered in person at the indicated locations or virtually via a TEAMS link sent by the course instructor.
Session Format: There is a Max 24 participants per session and 14 participants need to be registered for the course to run. Session formats are subject to change based on registration. You will be notified by email of any format changes.
Permissions: If you are registering for an in-person weekday training session, you will need to obtain permission from your principal to attend. Sub-coverage pay will be provided.
Payment: For HCPS staff completing the Canvas modules and training outside of their duty day, the compensation rate is the $25/hr. negotiated rate.

Benefits Office Updates
Important Benefits Update: Change to Benefit Deduction Cycle for ALL Employees
Effective July 1, 2024, all employees will experience a change to their benefit deduction cycle, moving from a 20 or 24 deduction cycle to a 22 pay deduction cycle for all 10-, 11-, and 12-month employees.
Details of this Change: All employees, regardless of whether in a 10-, 11-, or 12-month position, will transition to a singular deduction cycle that will occur over 22 consecutive pays throughout the fiscal year. Annual deductions will occur from September 1 through June 30 for all employees. During this period, the healthcare deduction includes the cost of your coverage in July and August; you do not need to make additional payments during these months. Employees will see their first 2024-2025 school year deduction as part of the September 13, 2024, pay date.
- Changes for 10-month employees: You will now have your healthcare premiums for medical, dental, vision, life insurance, and flexible spending spread out over 22 pays rather than 20 pays. This change will not impact pension and other deductions not listed.
- Changes for 11- and 12-month employees: You will now have your healthcare premiums for medical, dental, vision, life insurance, and flexible spending spread out over 22 pays rather than 24 pays. You will no longer have a deduction for your above-listed healthcare contributions for pay received in July and August. This change will not impact pension and other deductions not listed.
Why Is This Change Being Made? All employees are currently deducted through different deduction cycles based on their status as 10-, 11-, or 12-month employees. Moving all employees to a singular deduction cycle provides a simplified understanding of which posted premium applies specifically to individuals, helping to improve communication and understanding of an employee's benefits. This change will also provide simplified administration and understanding of deductions when employees transfer positions that would cause their deduction cycle to change.
What Do I Need To Do? As an employee, you do not need to do anything for this change to occur. This change will happen automatically for all employees enrolled in a medical, dental, vision, life insurance, and/or flexible spending benefit program. However, we request that you review your current elections during the upcoming Open Enrollment period in May 2024 and complete any election changes as appropriate. Enrollment changes made during the Open Enrollment period will take effect on July 1. Deduction changes will take effect in September, and no deductions for 11- and 12-month employees will occur during July and August.

CareFirst Wellness Announcements: Colorectal Cancer Awareness
March is Colorectal Cancer Awareness Month
This month, join CareFirst in recognizing National Colorectal Cancer Month to raise awareness for the fourth most common type of cancer in the United States. Overall, the most effective way to reduce the risk of colorectal cancer is to get routine screenings beginning at age 45. Screening tests can find precancerous polyps so that they can be removed before they turn into cancer. Screenings can also find colorectal cancer early when treatment works best. CareFirst BlueCross BlueShield (CareFirst) members can now access a full suite of services through CloseKnit. CareFirst Video Visit is no longer available. This change does not impact your ability to use telemedicine offerings from other providers in the CareFirst network.

- Behavioral and mental health therapy
- Psychiatry

CVS/Caremark Service Reporting Tool
Employees who wish to provide feedback on their experience(s) obtaining medications through CVS retail pharmacies are advised to complete the CVS/Caremark Service Reporting Tool, available on SharePoint. This report is monitored bi-weekly by a member of the Benefits Office for further assistance and tracking of member service feedback. Each Retirewise session has different topics that build on each other:
- Building the Foundation: Understand your financial and retirement planning basics by creating a budget, and learn about compound interest, tax diversification, and inflation.
- Creating & Managing Wealth: Review the principles of investing, including how to get started, different types of investments, and their common risks and strategies.
- Establishing Your Retirement Income Stream: Learn how to examine risks, manage assets, and structure a retirement income stream to address your retirement needs and wants.
- Making the Most of What You Have: Review your employer's benefits and how they can fit into your plan while covering estate planning, Medicare options, and life and disability income insurance.

We are excited to announce Tracy Papinchock, Librarian at Patterson Mill Middle/High School, has been named a FINALIST for Maryland School Librarian of the Year by the Maryland Association of School Librarians (MASL)! She is one of 11 finalists. The winner will be announced in May.
This prestigious award recognizes Tracy's exemplary service and outstanding achievements in the field of school library media.
