He was born and raised in Everett and received the Washington State Youth of the Year Award from the Everett Boys and Girls Club when he was in high school. During his visit, he responded to questions from the ASB Student Leadership class who asked about funding for school ASBs who struggle to generate funds while meeting the needs of all students. They shared that they would like to propose a house bill to address funding issues for ASBs and talked about their current and upcoming events. He talked with students about his path from high school to becoming a state representative. Representative Low then toured the Early Childhood Education Program led by the Early Learning Center (ELC) Principal, Jennifer Cassarino. She shared information about the early childhood programs and the different options offered at the ELC and the MPHS locations.
Next, he visited the Regional Apprenticeship Program where he spoke with program director, Anne Carnell and office manager, Amanda Knapp, and visited with the teachers Logan McKay and Eric Hedges. He spent time observing students in their building, wiring, and welding projects.
