Memorandum of Understanding SCEA
Motion Passed 7-0
The Board approved allowances for St. Charles Education Association (SCEA) staff who will be required to move buildings or classrooms within buildings due to school repurposing and/or school construction that is taking place this summer.
Resolution for the Non-Renewal/Dismissal of Temporary Teachers
The Board approved the non-renewal of teachers that are employed temporarily for the current school year only for reasons other than a reduction in force.
Honorable Dismissal of Teachers - Reduction in Force
Motion Passed 7-0
The Board approved the honorable dismissal of teachers from employment in the District at the end of the current school year in order to decrease the number of teachers employed. This dismissal is honorable and these staff members will have a right to be recalled to open positions.
Honorable Dismissal of Selected Non-Licensed Employees
Motion Passed 7-0
The Board approved the honorable dismissal of some educational support personnel at the end of this school year because these positions for 2024-2025 cannot yet be determined.
Fleet Vehicles
Motion Passed 7-0
The Board approved a contract with Enterprise Fleet that authorizes the acquisition of six driver education vehicles and 13 special education minivans. The agreement establishes a scheduled replacement cycle for District vehicles, flatters or spreads the cost of vehicle purchases across multiple years, and ensures receipt of all necessary vehicles up-front rather than purchasing vehicles in phases across several years.
Cranston Meadows Vacant Land
Motion Passed 7-0
The Board approved an agreement to sell two vacant parcels next to Cranston Meadows Park to the St. Charles Park District. These parcels are located next to an existing park operated by the St. Charles Park District and are of little use to District 303 due to their sizes and location.
Resolution to Approve Change Orders
Motion Failed 7-0
The Board denied the approval of a resolution that would give Administration the authority to approve change orders for the Haines Center and Lincoln School facilities.
Districtwide Air Conditioning Phase 1
Motion Passed 7-0
The Board approved a contract with Helm Mechanical for Phase 1 of its districtwide air conditioning improvements. Installments this summer will occur at the gyms/cafeterias for Anderson, Corron, Bell Graham and Norton Creek elementary schools, the East High School gym, and the Thompson Middle School large and small gyms and locker rooms.

Recognition of High School Athletes
Congratulations to the St. Charles East Wrestling Team and the St. Charles North Swim and Dive Team for their accomplishments at the state meets!
East Wrestling
The defending state champion East Wrestling Team finished third at this year's IHSA state meet, and had several of its wrestlers place high in their respective weight class.
"It was different for our program to be the hunted for once. That changed things for us and put a lot of pressure on these guys and they rose to the occasion all year long," said Head Coach Jason Potter. "The fight that these guys showed through that whole process was incredible."

Boundary Implementation Update
The Board received an update on intra-district transfer requests to date, a process that is currently open for middle and high school families through March 31. The intra-district transfer window will be open for elementary school families from May 15 - July 1.
In the coming weeks, families will be receiving digital and mailed communications from principals with invitations to visit their new schools to learn more. Among the end of year celebrations includes Lincoln Elementary, which is being repurposed next year. Through this event, we will honor both current and past Lincoln students, staff, and community members.
As the 2024-2025 school year begins, all schools will hold welcome back events for families, including the newly reopened Fox Ridge Elementary School and Early Childhood at the Haines Center.
Dual Language Program Review
Administration shared its plan for enhancing the Dual Language program, an opt-in service which is currently provided at a single site across Davis Primary and Richmond Intermediate Schools. It focused on supporting the current one-way program and transitioning to a two-way Dual Language program.
District 303’s current Dual Language program is a one-way service. Dual meaning the instruction is provided in two languages, the native language (Spanish) and English, and one way meaning the students enrolled are from the same single native language background (Spanish). English and Spanish language proficiency screenings identify eligible students for this program. Beginning in 2025-2026, District 303 will launch a two-way Dual Language program with its kindergarten cohort. Two-way meaning that the native language of enrolled students is both English and Spanish in order for them to become proficient in both languages.
This will not increase the number of sections or teachers needed to run the program. The presentation outlined the action plans for supporting and engaging with families on multilingual services over the next several months.
This presentation follows a comprehensive report in January on improving services for all multilingual learners.
Data Dashboard
The Data Dashboard provides a monthly summary on the health of District 303. This chart, which
will be updated monthly on the District website, provides an overview of nine important measurements in the categories of Academics, Belonging and Operations.
Reports to the Board
The following summaries were provided by Board committee chairs on meetings that took place in February. Additional information reports may be provided, as requested by the Board.

Learning and Teaching
In February the committee received a presentation on the effectiveness of Professional Learning Communities (PLCs), which are being utilized across the District to enhance teacher collaboration and student success. An update on the Student Achievement Report was also shared featuring winter i-Ready data.
The next Learning and Teaching Committee meeting is scheduled for Monday, March 18 at 5:30 p.m.
Business Services
The committee in late February received updates on construction projects, including to Haines and Lincoln, as well as air conditioning and playground improvements. There were conversations on the fleet vehicle service and a professional development program in order to support analysis of program costs as they relate to student outcomes.
The next Business Services Committee Meeting is scheduled for Thursday, March 21 at 5:30 PM.
Policy
The committee last met in January and reviewed policy manual revisions from the Policy Reference Education Subscription Service (PRESS).
The next Policy Committee meeting will be scheduled for sometime in April.
