School Board Candidates
The Hannibal School Board of Education has two (2) open positions that are three (3) year terms. Candidates for the positions in the order names will appear on the April 2 ballot:
- Ron Greenwell
- Steve Colyer
- Tysa Coleman * Current Board Member
Proposition Innovation
The Hannibal Public School District Board of Education voted at the January 17th, 2024 meeting to place a $30 million bond issue on the April 2, 2024 ballot.
The bond issue Proposition Innovation will be used to:
Drive innovation for the community
Through the construction of the Hannibal Innovation Campus and expansion of the Hannibal Career and Technical Education Center.
Provide opportunities for students through fine arts and athletic upgrades
Through renovation of the Hannibal Middle School and Hannibal High School auditoriums.
Upgrading Porter Stadium concession stand, restrooms, and bleachers for ADA compliance.
Protect the community’s investment in its facilities
Prepay existing lease financing.
Complete other repairs and improvements of existing facilities of the District.

HPS Plans for Fiscal Challenges
As part of our ongoing commitment to fiscal responsibility, Hannibal Public Schools announced its proactive measures to address challenges in the operating fund for the upcoming budget year
In Missouri, public school districts rely on two tax levies, the Operating Levy, and the Debt Service Levy, each serving distinct purposes under state statutes. The Operating Levy funds general operating expenses, while the Debt Service Levy supports debt obligations such as bond issues.
In our initial budget preparations for the upcoming fiscal year, we've identified several large factors impacting our operating fund. A $3.3 million shortfall has been identified as a result of less-than-expected revenue and higher-than-expected expenditures on the preliminary budget, which was presented in July for this school year.
