A quorum of the Pecos-Barstow-Toyah ISD Board of Trustees met for a Regular Board Meeting on April 15, 2024 at 6:30 p.m. in the PBTISD Board Room. The following items were presented, discussed, acted upon or approved.

HS Students who have received an Industry Based Certification (IBC) this school year
Congratulations to our 28 PHS Scholars for receiving an Industry-Based Certification, or IBC, this school year. Receiving an IBC means these students have completed a course and are on their way to being “career or industry-ready”!

Announcement of Continuing Education Credit Report of Board Members
School board members must complete the training required by the State Board of Education (SBOE), and the board president must publicly announce whether each board member has met their training requirements. This announcement must be made at the last regular board meeting held before a trustee election. All PBTISD Board Members exceeded training requirements.

Set date to canvass the May 4, 2024, General Election
The board shall convene to conduct the local canvass at the time set by the presiding officer, not later than the 11th day after election day and not earlier than the later of:
1. The third day after election day;
2. The date on which the early voting ballot board has verified and counted all
provisional ballots if a provisional ballot has been cast in the election; or
3. The date on which all timely received ballots cast from addresses outside of
the United States are counted if a ballot to be voted by mail in the election was provided to a person outside of the United States. Election Code 67.003(b).
The board set Friday, May 10, 2024, at noon to canvass election results from the May 4, 2024 General Election.
Adopt Materials Allotment and TEKS Certification
Every school district and charter school must certify annually to the State Board of Education and the commissioner that students have access to instructional materials covering all TEKS for all required subjects, except physical education. Certification is accomplished by completing the certification form listing all adopted curriculum and presenting it to the Board of Trustees in an open, public-noticed meeting to be ratified. After ratification, the form is submitted, and board approval is confirmed.
Approve 2024 Summer School Pay System
For the past two years, we have offered a stipend to summer school teachers who worked 95% of the days summer school was offered. We would like to offer an incentive this summer but increase the expectation to 100% attendance. It is critical that students have a consistent teacher during summer school, which is four days a week for 15-20 days (see chart below). According to the compensation plan, teachers are paid $35 an hour, and Paraprofessionals are paid an hourly rate of $20. The current compensation plan does not address pay for staff members serving as summer school administrators. Summer School Administrators are aspiring administrators or strong teachers. They have longer work days and responsibilities before summer school begins.
Approve 2024-2025 Budget FTEs
As we plan for the 24-25 school year, we need additional employees, or what is referred to as FTEs (full-time equivalent). These new positions are considered budget assumptions and add to our overall operating budget for the upcoming school year. These position assumptions result from the new district program, specifically an increase in operations at Discovery School and additional
programming/tracks at our new CTE facility.
Approve Guaranteed Maximum Price (GMP) for Package #1 Crockett Middle School
As part of phasing the construction at CMS, Package #1 includes construction work needed to support the portables that will be in place during construction. The portables will be placed on the vacant land along Texas Avenue. This is land the Board approved the lease agreement for last month. This GMP is just for Package #1, which involves the portable infrastructure for academic and athletic spaces associated with Crockett Middle School. Read more here.
Approve and authorize the superintendent to sign the contract for portable buildings for Crockett Middle School
As the district continues to plan for the construction at Crockett M.S., portable buildings are needed to help minimize the impact of inconveniences to academics and provide a safer construction site. Aries has collaborated closely over the last several weeks with the district and VLK architectural team to finalize the project's specifications, providing a versatile product that fulfills our needs.

This spring, PBTISD engaged the Texas Association of School Boards (TASB) to conduct a pay and comprehensive stipend study. The study examines the competitive job market and recommends fair and competitive pay practices.
The approved compensation plan includes an increase of teacher starting pay to $58,000 and a 4.5% raise for all full-time employees based on the midpoint of their assigned pay grade. Read more here.
Consider and possible action to approve Student Outcome Goal Progress Measure 3.2 (Career Readiness - CTE POS, Enrollment, and IBCs)

Student Outcome Goal 3: The percentage of graduates who meet the criteria for CCMR will
increase from 66% to 81% by August 2027. (Class of 2024 Goal = 72%)
- Goal Progress Measure 3.2: The percentage of graduates who meet the threshold for CCMR as career-ready will increase from 48% to 63% by August 2026. (Class of 2024 Goal = 57%)

Consider and possible action to approve the Lone Star Governance Quarterly Tracker for January, February and March
Approved 7-0
The Board adopted a resolution in Spring 2022 to implement the TEA Lone Star Governance (LSG) model. The intention of LSG is to provide a continuous improvement model for governing teams - school boards in collaboration with the superintendent - focusing on one primary objective: improving student outcomes. The LSG Quarterly Progress Tracker is a tool used by school boards to self-evaluate their level of implementation and commitment to the principles of the LSG model.
