October Federal Publication - Sportmen’s Dollars Make a Difference
Conservation gets a boost when licenses are purchased for hunting and fishing. It's an investment for generations. "In 1937, two members of Congress, Sen. Key Pittman and Rep. A Willis Robertson, sponsored legislation that deposited funds from an 11% federal excise tax on manufacturers of sporting guns and ammunition into a special account that would help state wildlife agencies." Named after the two sponsors, it is known as the Pittman-Robertson Act. In 1996, "$3 billion dollars for state wildlife conservation programs had been raised and distributed."
In 1950, with the Pittman-Robertson programs doing well, Congressman John Dingell and Sen. Edwin Johnson, proposed a 10% tax on fishing tackle, giving recreational fishing a boost. The Dingell-Johnson program became very popular with state fishery agencies.
