There should be no prediction on PS
LG manager Yeom Kyung-yeop said bitterly about the prediction decision after the video reading at Suwon KT Wiz Park on the 2nd. He argued that the prediction decision was not fair and suggested that new regulations should be created in the video reading rules in preparation for the situation where the prediction decision will occur in the postseason.
After recent video readings of out/safe or fair/foul, predictive decisions came in succession in ambiguous situations. On both occasions, the coach was sent off after protesting against the prediction decision.
Coach Yeom appealed the video reading results against Doosan in Jamsil on the 1st and was sent off. Doosan's attack in the bottom of the fifth inning, with two outs and the bases loaded, second baseman Shin Min-jae missed Yang Seok-hwan's grounder and bounced to the side. He grabbed it again and threw it to first base, but the first base umpire ruled out. Doosan applied for video reading, and the result of the reading was reversed from out to safe.
Since then, the situation has been ambiguous. The third base runner scored and the second base runner continued to run home when the out decision was made. The umpires also acknowledged the second base runner's score as a predictive decision. Doosan turned the tables 3-2.
Coach Yeom came to the ground and appealed to the second base runner's score. LG fielders, including first baseman Kim Hyun-soo, no longer played the next game due to an out decision by the first base referee. Because it ended the inning with three outs.
If the first base umpire had made a safe decision, the first baseman would have thrown home to catch a runner running home. It is not possible to judge the tag/out timing from the groove. Coach Yeom appealed this part to the judges, but it was not accepted. At the time, the judges explained, "We acknowledge the score by judging that second base runners can also enter the home." It was a predictive decision.
Director Yeom said, "A predictive decision, not a judgment complaint, cannot be recognized for fairness. There is no case that the coach was not sent off due to a predictive decision. A new regulation on video reading should be made," he said in a determined statement.
He said, "I heard yesterday that (second base runner) predicted that he could come home enough, but if he couldn't come in, do you give him an out, or not just send him back to third base?" and mentioned the irrationality of the prediction decision.
"More importantly, how to make a predictive decision when cross-time can be judged, safe or out. Fairness cannot be recognized. The attacking position will be as safe as yesterday, and the defending position may be out at cross-time.
If an out decision is made, the defense does not follow up. There is a 100% problem. There is no guarantee that this situation will not happen in the postseason. Then who will take responsibility?" he said.
Director Yeom suggested creating new regulations in three cases in preparation for the reversal of the original trial by video review. 1) A pair/foul hit on the first and third bases gives two bases (like an admitted double) if the foul is reversed into a pair. 2) The inning ended with three outs, and if it is reversed to safe, the runners give one base extra base. 3) If the ball that passes through the fielder is hit by the referee and becomes a ball dead, the runners give an additional base. Coach Yeom said, "If the KBO gathers the rules committee or the referee committee and creates these three new regulations, it will be supplemented."
Park Sung-han's on-board hit first base umpire Woo Hyo-dong's body with one out in the bottom of the eighth inning of the game between LG and SSG on September 21. The first base umpire first declared a foul and declared a ball dead, saying he was hit by his body.
Since then, LG has applied for video reading, and the decision has been reversed as a "fair." The judges saw the runners' movements and declared that first baseman Han Yu-seom would have been out at second base even if a pair of decisions were made. The third base runner scored, two outs and runners on first and third bases.
SSG coach Kim Won-hyung rushed out and appealed to the judges. The first base runner protested that he did not play as a second base due to the foul and the ball-dead declaration. If the first base umpire had made a fair decision, the first base runner would have jumped to second base. The aftermath was huge. SSG lost by one point, and the next day, SSG owner Chung Yong-jin visited KBO in protest and held a meeting with President Heo Gu-yeon.
Coach Yeom said, "During the SSG game (the ball that passed the fielder) hit the ball and became a ball dead. If the runners advanced one base at a time, there would have been no problem. It can happen once or twice a year, but there is no problem if the regulations are made like that, he said. "We don't know what baseball will be like. The fielder may throw a wild pitch. How do you know. The prediction judgment cannot get fairness," he said. In baseball, variables such as mistakes can occur at any time.
At the end of the ninth inning against Changwon NC on August 26, LG changed to the first and second base situation where two out runners advanced one base at a time when Park Gun-woo's grounder slightly brushed against the spike of the second base referee.
According to baseball rules when a referee is hit by a ball that has not passed the fielder. Manager Yeom said, "I felt unfair at the time, but it was like that in the baseball rules, so I didn't appeal at all and moved on. That's fairness. However, a predictive decision (for one team) can never be acknowledged. There is no fairness," he said. At that time, LG lost from behind.
Manager Yeom said, "Consider that (the prediction decision) happened in the postseason. What will happen. Who will be responsible. In the end, fairness is the damage to the entire professional baseball. It's not recognized by the fans. New regulations should be created and changed even from the postseason.
It is a strong demand on behalf of directors. I want the Rules Committee and the Judgment Committee to make the video reading regulations explicitly mentioned above three things."
