Information for Teen Drivers & Parents/Guardians
- It is up to the Parents/Guardians to decide when their teen is ready to drive.
- Drivers under the age of 18 cannot apply for a permit or license without the signature of a parent or guardian accepting responsibility.
- The parent/guardian is jointly liable with the applicant for any damages by signing the application form. The parent/guardian must complete the form at the testing location so that an official can witness the signature and verify guardianship. (Must provide a birth certificate or guardianship papers signed by the judge.)
- A Parent/Guardian has the right to withdraw their responsibility at any time. The Parent/Guardian Withdrawal of Responsibility form must be completed and submitted to a Driver Licensing Regional office. Once this is received and entered, the minor's permit or license will be canceled until another application accepting responsibility is signed.
- Kentucky drivers under 18 must go through three phases of licensing: a Learner's Permit, an Intermediate License, and then a Full Unrestricted License.
- Before a teen driver can advance to the Intermediate License phase, the Parent/Guardian must document and sign the Practice Driving Log and verification form certifying the driver has completed 60 hours of practice driving, 10 of which must occur at night.
- Parents/Guardians play a significant role in their teen's licensing process. Parents become role models, teachers, monitors, and supervisors when their teen is learning to drive.

What do I need to apply for a Kentucky driver's license?
1. One (1) proof of identity document
2. One (1) proof of Social Security number (first-time & out-of-state applicants MUST bring their Social Security card as proof)
3. One (1) proof of the applicant's Kentucky residency dated less than one year. Two are required if applying for a REAL ID.
4. One (1) name change document (If your current legal name, date of birth, or gender is different than what is displayed on your identity or lawful status document, you must show legal proof of the changes. Your name must be updated on your Social Security card before applying for a driver's license.)
5. For persons under 18, a School Compliance Verification Form issued by their school
Photocopies will not be accepted for any of the required documents.

Before obtaining a permit/license, all new applicants must complete the required written, vision, and skills tests, administered by the Kentucky State Police.
Kentucky drivers under 18 must complete three phases of licensing: a Learner's Permit, an Intermediate License, and a Full Unrestricted License.

School Compliance Form
School Compliance Form may be picked up at the Student Services Office at HCHS. Please make sure to get this completed before your child takes the permit test. If your child is taking the permit test during a school break it is best to get the compliance form before you leave for break.
- Academic Deficiency - Academic deficiency is defined as a student who does not have passing grades in at least five (5) out of the seven (7) classes in the preceding semester.
- Dropping out of school as a result of unexcused absences - A student is deemed to have dropped out of school when he/she has nine (9) or more unexcused absences in the preceding semester including any absence due to suspension.
To apply for the first time for a driver’s learning permit, students must get a paper form (KRS 159.051 School Compliance Verification Form, dated 1-1-12) issued by their school. It will not be completed and issued by the school if the student is not eligible according to the terms of the law. A revoked learner’s permit or driver’s license can be reinstated electronically on the web portal if the student is compliant with the terms of the law for an entire semester, or completes the credits in summer school.
Graduated Driver Licensing Program
The Graduated Driver Licensing program aims to curb the overall number of crashes involving teenage drivers, especially the high number of deadly crashes with teen involvement. This program is only required for drivers obtaining their original permit at 16 or 17. It uses an intermediary period of six months between the learner's permit and a full, unrestricted license. During the intermediary phase, teenagers will have an intermediate license. They can drive on their own, but with two restrictions on their driving privileges.
Kentucky No Pass/No Drive Law
The No Pass/No Drive Law (KRS 159.051) was passed during the 2007 legislative session, and affects every public and private school in Kentucky (including home school students). The law says that schools will use academic and attendance data from the previous semester of the school year to determine whether 16- and 17-year-old students are compliant with the law. If deemed noncompliant, the student’s current driver’s license or learner’s permit is revoked. This process occurs on a secure web portal that directly connects schools with the Kentucky Department of Transportation, Division of Driver Licensing. The KAR 601.13.070, promulgated in 2008, sets forth the Transportation Cabinet’s requirements under that statute.

Please note that any student enrolled in a homeschool will obtain the verification form from their school district of residency. All private schools will need to contact the Transportation Department directly.
This memorandum signed by Lt. Gov. Jacqueline Coleman clarifies that state compulsory attendance laws, codified in KRS Chapter 159, continue to remain in full force during the current and ongoing State of Emergency due to COVID-19. Accordingly, KRS 159.061, which is commonly referred to as “No Pass/No Drive,” also remains unchanged. For reference, No Pass/No Drive criteria includes an academic component in which students ages 16 and 17 years old must pass 66% of their enrolled classes per semester as well as an attendance provision requiring these same students have fewer than nine (9) unexcused absences. A 16 or 17 year old student failing to comply academically and/or with regard to attendance, which for the 2020-2021 school year is based on participation as described in the guidance on truancy and compulsory education, should be reported to the Transportation Cabinet for possible revocation/denial of driving privileges.
HCHS Parking Privilege's
Junior and Senior Students may park on campus. Those Jr. & Sr. who drive to school must purchase a Henderson County High School parking permit. To purchase a Parking permit, a student must:
Be a Junior or Senior Student at HCHS.
Have a valid state of Kentucky driver license.
Have all current school fees paid.
Have all previous school years fees, fines, or financial obligations paid.
Purchase a parking permit at a cost of $20.00.
Students and Parents must sign an agreement to abide by parking and driving regulations.
The number of available student parking spaces is limited. Stickers will be issued on a first-come, first-served basis until parking spaces are unavailable. In no case should a student drive his/her car off the campus until the end of the day without permission from a school administrator. Students will be responsible for articles left in the cars.
For the privilege of parking on school property, the school retains the right to search all vehicles driven by students with or without the students' knowledge or permission. School administrators may search ,the vehicle if they have any reason to suspect the vehicle contains stolen articles, weapons, controlled substances (illegal drugs), narcotics, alcoholic beverages, stimulant drugs, tobacco / nicotine products, or any type of explosive or disruptive device. Driving to school is a privilege that can be revoked for attendance problems or behavior violations at the discretion of the administrators. Repeated driving problems could also result in other disciplinary action, including having your vehicle towed at the owner’s expense.
If a student has need a second permit, a written request from a parent will be needed. It will be reviewed by the administration and will be given only with approval. Permits may not be transferred from one vehicle to another without the bookstore clerk’s knowledge. Citations will be issued if the bookstore is not notified of a change. Students can receive a temporary parking permit (two-week maximum, the limit of three at no charge.) Each additional permit will cost $2.00. If students know the afternoon before that, they will be driving an unregistered vehicle the following day(s) they may pick up their permit then. We understand that emergencies happen and we will work with students on a case-by-case basis.
Illegal parking will result in a parking ticket. Charges will be:
1st Ticket = $4.00
2nd Ticket = $6.00
3rd Ticket = $8.00
Parking in faculty and /or staff parking lots is not permissible. Any offense will result in the loss of driving privileges for up to three weeks.
Parking in reserved or reward parking spaces is not permissible unless a reserved parking permit has been issued. No student should park in reserve until the reserved parking permit has been issued. Failure to do so will result in a citation and loss of driving privileges for up to 3 weeks. If a student’s parking permit is revoked for any reason he or she cannot park on school property.
