
OSEA Chapter 48 ~ Our Voices

Recently, some changes in laws have required us to meet with the District in formal negotiations to bring our contract into compliance with those changes.
The first impact to our contract occurs in Article 2-Association Rights and Responsibilities.
On June 27, 2018 the Supreme Court ruled in favor of a case commonly referred to as the Janus decision. Basically, the Supreme Court ruled it was no longer legal for unions to collect “Fair Share Fees” from any public employees. Since our contract has specific language that addresses Fair Share we negotiated language that is now in compliance with the law. We reached a tentative agreement on those language changes with the District on November 20, 2018.
The second impact to our contact is a little bit more complicated than just removing some language that is no longer legal.
The Oregon Pay Equity Law, ORS. 652.220 has impacted how the District hires employees and where they are placed on the wage scale. We worked very hard with the District to reach an agreement on language in Article 8 that would not harm any of our members.

We will be holding a ratification vote on Wednesday, 1/16, 10:30 am-6:00 pm at the Special Education Portable (17880 SW Blanton St, Beaverton, OR- Same parking lot as the International School of Beaverton). Easy to park, get in and vote and get out before or after your work day.

President's Message:
Happy New Year! I hope you were able to enjoy some time off work for some time with family and friends, and hopefully a little rest and relaxation!
This weekend the OSEA Beaverton Chapter 48 officers are headed to the second annual Leadership Summit in Portland. Last year there was a major focus on member organizing, so I’m excited to see what this year’s summit brings us!
We just had our January chapter meeting. We had 3 of our “regulars” who attend monthly, and the executive board. It was a great meeting! We were able to discuss some important topics including our upcoming ratification vote on Article 2 and Article 8, as well as some education opportunities. Please consider attending a meeting—as your executive board, it’s difficult to know what our members need and what direction we need to go if we don’t have voices keeping us in the loop. We would love to see a representative from each worksite at every meeting! Can you commit to attending just ONE meeting this year? We’ll be sure to save you a seat!

ParaPro Assessment
The Beaverton School District offers the ParaPro Assessment test to employees and substitutes that do not possess an Associate's Degree. By passing the ParaPro test you are eligible to be hired as a Paraeducator I, Paraeducator II, or a Technology Instructional Assistant. This will allow you to work in any school in the District, both title and non-title schools. The cost of the test is $55.00.

John Brown Undergraduate Scholarship

The John Brown Undergraduate Student Scholarship is a scholarship started by OSEA to provide assistance to college juniors and seniors who are related to an OSEA member in good standing.
Guy Davis and Past Presidents’ Scholarship

The Guy Davis Scholarship for graduating seniors awards $1,250 to each recipient. The Past Presidents’ Scholarship is a statewide, $1,500 award. To be eligible, applicants must have a relative who is an OSEA member and have a minimum high school cumulative GPA of 3.0.

The Lou Gerber Scholarship provides additional funding to those members who wish to further their education at an accredited school. OSEA sponsors two $1,000 scholarships for each of the seven zones in Oregon.

The Union Plus Scholarship Program
Since 1991, the Union Plus Scholarship Program has awarded more than $4.3 million to students of working families who want to begin or continue their post-secondary education.
Eligibility
Current and retired members of participating unions, their spouses and their dependent children (as defined by IRS regulations). At least one year of continuous union membership by the applicant, applicant's spouse or parent (if applicant is a dependent). The one year membership minimum must be satisfied by May 31, 2019.
Evaluation Criteria
This is a competitive scholarship. Applicants are evaluated according to academic ability, social awareness, financial need and appreciation of labor. A GPA of 3.0 or higher is recommended. The required essays can account for up to half your total score. Scholarship applicants are judged by a committee of impartial post-secondary educators.
Application Timeline
Applications are available starting in mid-June, and a complete application must be received on or before 12:00 p.m. (Eastern Time) on January 31, 2019. Applications received after this deadline will not be considered.

Hearts and Cards Program - Nancy Klepper
We have a wonderful volunteer who heads up this committee, Nancy Klepper who is the Principal's Secretary at Cooper Mountain. She gets emails or calls from members letting her know that someone at their site is needs a touch of love from their OSEA Community. Thus a card is sent to them with LOVE from all of us!
Anyone can email Nancy and request a card to go out to a member who needs a little love or complete this form. If we all watch out for each other we are healthier and happier, sharing sorrow can be strengthening as well. If you'd like to help out the Hearts and Cards committee, email Nancy for more information.
