Administrative Reports
10.1 Consolidated District Plan and ISBE - Discipline Improvement Plan
The Board was given an update on the Consolidated District Plan and the Discipline Improvement Plan for federal reports. They also heard a report on current District state and federal grants.
Consolidated District Plan (CDP)
- For our Federal Entitlement Grants we are required to have a plan developed before completing individual grant applications for FY23
- This became an ISBE requirement three years ago and is expected to continue into upcoming school years
- Answer a common set of planning questions: Prior to 2019-20 this was done separately for each grant
- Coordination of district administrators managing federal grants: We have been working together to update the plan during the months of March and April
- Engagement with stakeholders across federal grants: We work collaboratively during the year on tools and data sources including engagement with our stakeholders
Timeline for the Consolidated District Plan
- The CDP must be approved by the Board of Education before submission to ISBE
- The CDP must be approved by ISBE before individual grants can be approved for FY23 (2022-23 School Year).
- Any federal competitive grants (e.g. 21st Century Grant)
10.2 Spanish Dual Language Evaluation Committee presentation - Part 2
The Spanish Dual Language Planning Committee presented Part 2, focusing on the Committee's recommendation for the elementary Spanish Dual Language Program for the 2023-24 school year.
Committee Recommendation
Based on the all of the information that was reviewed and the discussion among the committee and subgroups, the committee recommended the elementary Spanish dual language program move to a whole building model.
- In order to plan for all needed adjustments, a continuation of the committee will collaborate during the 2022-23 school year to develop next steps for ensuring a smooth transition.
- No structural changes to the current dual language model will occur for the 2022-23 school year.
- The location of the whole-school model will be determined during the 2022-23 school year.
After much discussion, the BOE consented to further exploration and planning of the whole-school model. This does not mean this is the Board of Education’s final decision. It solely means the committee will proceed with gathering data to develop a comprehensive plan to assist the Board in making a more informed final decision.
Future Committee Work 2022/23
- Expanding our recruitment and retention efforts
- Year-long planning phase to support transition to recommended program model
- Developing a Strategic Plan for Improvements based on the the results of the Guiding Principles of Dual Language rubrics including a programmatic evaluation
- Reimagining curriculum delivery or thematic approaches
- Intentionally supporting “newcomers” at every level
- Creation of a comprehensive Professional Development Strand specifically for DL

10.3 SRO - Continued Discussion
Our current 2019-2022 school data does not show a negative correlation to a school to prison pipeline.
2019-2022 SCHOOL DATA
UHS - 15 incidents generating police reports
- 10 were Youth Assessment Center Referrals
- 1 was an arrest at school
- 4 were arrests off campus
UMS - 14 incidents generating police reports
- 10 were Youth Assessment Center Referrals
- 1 Youth Assessment Center Transport
- 3 were arrested at school (result of a group fight involving parents and students)
OTHER POSSIBLE DATA POINTS EXPLORED
As part of the yearly student survey feedback collected, we can incorporate a student question that asks how students interacted with the SRO:
- positive interactions
- negative interactions
- No interaction at all
- I did not know we had an SRO
We can also systemically track additional data, not to prove SRO effectiveness or impact, but more so as good qualitative information for us to collect as a District:
- Number of home visits (with support staff or a teacher)
- Student or Staff Wellness checks
- Child welfare checks
- Presentations or involvement with classes or assemblies

12.2 Salary and Benefits Allocation for Non-Union Support Staff and District Administrators
The Superintendent will recommend that the Board of Education approve the FY23 salary
and benefit allocations for the district non-union support staff and district administrators. APPROVED
12.4 First Student Contract Amendment
Caty Roland, Chief Financial Officer, will request approval of a two-year extension to the
Transportation Services Agreement between Urbana School District and First Student. APPROVED
12.6 Intergovernmental Agreement - School Resource Officer
Approval will be requested to enter into an intergovernmental agreement with the City of Urbana to collaboratively provide two full-time School Resource Officers for Urbana School District 116. APPROVED
