District adopts annual goals

The Anacortes School Board recently adopted the district’s Annual Operating Plan (AOP) and targeted goals for the 2022-23 school year. The AOP and targeted goals are aligned to the district’s strategic plan.


The goals in the AOP are based on the 4 pillars of the Strategic Plan: Quality Instruction & Curriculum, Partnerships, Social-Emotional Learning, and Stewardship. Equity is considered at the core of all decisions, to ensure that all Anacortes students rise to their fullest potential, embrace the future, and make a difference.


“The AOP, the targeted goals, and the school improvement plans (SIPs) all form a cohesive package of goals we have set to ensure student achievement, staff development, and care for our facilities,” said Superintendent Justin Irish. “We also appreciate the community involvement that has gone into developing our plans.”


Included in this year’s goals are:

  • Staff collaboration and engagement in continuous improvement processes, including effective Professional Learning Communities (PLCs). (AOP 1.1b)
  • Equitable access for all students to rigorous course offerings, including multiple pathways for success. (AOP 1.3a)
  • Increasing the percentage of families, staff, and students who rate school communications as “effective” and communications specifically about the budget as “effective.” (AOP 2.2a, 4.4a)
  • Student access to rigorous, relevant, and engaging social-emotional learning (3.1c)


A complete list of goals can be found in the Annual Operating Plan. Each goal includes annual action items that departments are responsible for. Each individual school improvement plan is also connected to the AOP. The SIPs outline building-based goals for student achievement.


“As a board, we are proud of the district’s work to provide greater alignment of our goals and the actions steps needed to get there,” said Board President Jennie Beltramini. “We are committed to the success of all our students, and having clear, coherent, and measurable goals will help us ensure the district is doing everything we can to support our students and our staff.”

School Safety Update

We know how scary and unsettling last week’s threats at the high school were for our community to deal with. We hope to provide some further information about how we respond to threats and emergencies in general, and how you can help.


Emergency Response Procedures

In the event of an emergency, we follow a Standard Response Protocol (SRP) which dictates our actions. Our detailed emergency operations plan is confidential, for safety and security purposes. In case of emergency, our SRP dictates the following responses: Lockout, Lockdown, Evacuate, or Shelter, depending on the nature of the threat. Most of the time, law enforcement directs us which action to take, and which buildings/ schools need to implement that action.


In the event of an emergency, it is imperative that parents avoid our campuses until they have been cleared. During a threat, law enforcement and school staff are conducting a search of our buildings, and trying to secure it as quickly as possible. Additional visitors to our campuses impedes their work, and could end up being an additional security risk. Similarly, this is why we don’t always evacuate the building. To keep students safe and away from potential harm, law enforcement conducts a search for all possible threats prior to releasing students. If needed, we will communicate to families about an off-site reunification site.


Communications

The district is continuing to work on improvements to our communications system. Typically, families would receive text messages and/or phone calls, in addition to email, in these instances. We expect to have the system fully operational very soon, and will provide updates as soon as we can. In the meantime, we continue to communicate in the following ways:


  • Emails to families, students as appropriate

  • Updates posted on our website & Facebook page

Superintendent Justin Irish is launching listening sessions this year to engage with our community, answer questions, provide district updates, and hear feedback. Sessions are open to anyone: students, families, staff, and community members.

Attendance Policy Updates

The school board recently reviewed updates to our attendance policy & procedure, which are set for final adoption on November 10th. The policy updates are based on state law. Key points are:


  • Language that specifically states that an absence due to mental health reasons is an excusable absence that is treated in the same manner as other excusable absences that were due to illness or injury.


  • Clarity on how much time families have to get a student's absence excused. The new language in the policy states that families have 48 hours, upon the return of their student to school, to provide the rationale for excusing the absence. After 48 hours upon the student's return to school, if no reason for the absence is provided, it will remain in Skyward as an unexcused absence.

Highly Capable (Challenge) referrals

The referral window for Highly Capable (Challenge) services will be open from November 7-18 and referrals can be made by any adult familiar with the child being referred.

Highly Capable testing will be administered in December of 2022 and once testing is completed, the Multidisciplinary Committee will meet to review results. Guardians will receive written notification of their students' test scores and of the committee's decision, which will most likely be completed in January of 2023. Questions? Budget Town Halls

The Anacortes School District is engaged in a proactive budget planning process to develop its 2023-24 budget and beyond. The district’s current $45 million budget utilizes nearly $2 million in district reserves, due to declining enrollment, increased costs across all departments, and loss of one-time federal COVID funding. The district is working proactively to identify cost savings to balance the district’s budget, and will also have some difficult decisions to make this year. The shortfall currently represents about 6 percent of the district’s budget.


Budget Town Halls

We are hosting several town hall forums about the budget throughout the year. These are also open to the public.


  • 12/8/22 - 5:30 - 7 p.m.
  • 2/2/23 - 5:30 -7 p.m.
  • 4/27/23 - 5:30 - 7 p.m.


These town halls will be held in the Anacortes High School Commons.

Covid Dashboard

Families and staff can access our weekly Covid dashboard on our website: https://www.asd103.org/District/Department/52-Health-Services/601-COVID-Testing.html


The online dashboard will take the place of the emails that families received last year when we had a positive case within our buildings. We encourage anyone with concerns, especially high risk individuals, to check the website on a regular basis.
