A quorum of the Pecos-Barstow-Toyah ISD Board of Trustees met for a Regular Board Meeting on December 18, 2023 at 6:30 p.m. in the PBTISD Board Room. The following items were presented, discussed, acted upon or approved.

Highest Student Attendance for November
Congratulations Crockett Middle School for being awarded the Highest Student Attendance for the month of November with 91.54%!
Highest Staff Attendance for November
Congratulations Pecos High School for being awarded the Highest Staff Attendance for the month of November with 93.99%!
Improving student attendance is essential for ensuring our students are on track to learn and succeed!
Pecos High School Students On-Target for Associate's Degree
As a part of Lone Star Governance and our focus on student outcomes, tonight we would like to recognize some of our PHS Seniors who are on-target to graduate this May with an Associate’s Degree from Odessa College. These students will in fact be graduating from Odessa College BEFORE they graduate from Pecos High School.

Discussion
Discussion on naming the Zavala Gymnasium
According to Board Policy (CW Local) - The Board may name a District facility or a portion of a
facility, such as a library or an auditorium, for:
- A deceased, distinguished educator (local, state, or national);
- A deceased, distinguished, historical person (local, state, or national);
- A deceased, prominent local citizen;
- A local, state, or national historical event or place; or
- The street on which the facility is located or the subdivision surrounding it.
This was the second discussion for the naming of the Zavala Elementary Gymnasium. Trustee Portillo remained with her suggestion on the naming of the Zavala Elementary Gym after Filimon "Tally" Talamantez.

Financial Budget Update
The monthly financial update consists of a Schedule of Appropriations and expenditures.
Adopt Interlocal Agreement for the 2024-2025 West Texas Food Service Cooperative
To increase efficiency and effectiveness, a district may contract or agree with other local governments and state agencies, including the comptroller, to perform some of its purchasing functions. A board and the governing body of each contracting party must authorize an interlocal contract. This is not a new contract but part of a yearly renewal. "Purchasing cooperative" means a group purchasing organization that governmental entities join as members and the managing entity of which receives fees from members or vendors.
Acknowledge TASB Update 122 Legal Policies
As outlined in Board Policy, the Board has designated one copy of the local policy manual as the District's official policy manual.The Board does not approve LEGAL Policies; instead, changes should be acknowledged by the Board. Provided to the Board for this purpose are the Explanatory Notes on the LEGAL Policies provided by TASB.

TASB periodically sends updates for school boards to review and adopt changes to their LOCAL policies as part of their service to School Boards.
Approve Amendment No. 2 To Brazos Delaware II LLC Agreement For Limitation On Appraised Value Of Property For School District M&O Taxes (Comptroller Application No. 1127)
On March 6, 2023, the Comptroller received an amendment to the agreement to change the tax number and applicant name to Brazos Delaware II LLC and, subsequently, determined that it includes the information necessary to be determined as complete. In summary, the amendment only covers name and tax number changes.
Approve additional monies for GMP for the Discovery School project
At the April 17, 2023, Board meeting, the Board approved the original GMP. There is now a need to increase the GMP in the amount of $603,287.00. This increase results from the Town of Pecos City water line maps needing to be more accurate and the overall water pressure/available water from a smaller pipe needing to be larger to meet fire code requirements for the fire suppression system. The fire line to the fire hydrant was not an adequate line, which was only realized after digging up the area to tap into the line. Had this issue not occurred, there would not have been a reason to increase the GMP.
Approve the 2024 Spring Attendance Incentive for Staff
The Board passed a budget that included an amount to be utilized for a retention and appreciation incentive payment to all employees. The 2024 Spring Attendance Incentive Stipend is intended to encourage strong employee attendance as we finish out the school year.
Action Items
Consider and possible action to approve Student Outcome Goal Progress Measure 3.1 - the percentage of graduates that meet the threshold for CCMR as college-ready
Approved 7-0
Student Outcome Goal 3: The percentage of graduates that meet the criteria for CCMR will increase from 66% to 81% by August 2027. (Class of 2024 Goal = 72%)
- Goal Progress Measure 3.1: The percentage of graduates that meet the threshold for CCMR as College Ready will increase from 34% to 49% by August 2026. (Class of 2024 Goal = 43%)
Consider and possible action to approve Superintendent Constraint Progress Measure 3B - the yearly FIRST report and rating will remain at a superior rating from October 2023 to October 2025

As part of Lone Star Governance, the Board of Trustees approved Superintendent Constraint Progress Measures in June 2023.
Superintendent Constraint #3 - The Superintendent shall not allow irresponsible financial practices.
- Constraint Progress Measure #3B - The yearly FIRST report and rating will remain at a superior rating from October 2023 to October 2025.
Consider and possible action to approve Board Constraint 1 - The board shall not publicly criticize any decision made by the school board or administration

This agenda item allows the Board to discuss one of the four Board Constraints and determine if there has been any violation of the Constratiant. If a trustee feels another has violated the contract, the board should move to an executive session and discuss the concern. Ultimately, the Board will need to acknowledge the Board Constraint and take ACTION to continue to implement the ideals of the Constraint.
Consider and possible action to name the Zavala Gymnasium
This item has come before the Board at the request of a Trustee.

Trustee Kington motioned that a community survey be done before the Board makes a decision on the naming of the facility. Trustee McKinney seconded. Motion passed 6-1.
