What Does The 90% Rule Mean For Your Child?
- In addition to Texas compulsory attendance laws, districts are required to enforce the 90% rule which states that students in grades Kindergarten through 12th must attend a class for 90% of the time it is offered to receive credit or a final grade. This rule applies even if your child has an IEP or 504 Plan.
- The average school year is 180 days. This means your child can only miss 18 days (or parts of a day) of school or 18 days (or parts of a day) of a specific class. If the school is on a semester schedule, this number is cut in half.
- A student who is in attendance for at least 75 percent, but less than 90 percent, of the days a class is offered, may be given credit or a final grade if the student completes a plan approved by the principal that provides for the student to meet the instructional requirements of the class.
- The 90 percent rule applies to all absences (excluding those exempt by law), including excused absences.
- For elementary students, this means they could repeat a grade if they are in school less than 90% of school days. A middle or high school student may have to repeat a class that they received a passing grade in if they did not attend that class at least 90% of the days of the class.
What Can You Do If Your Child Falls Below 90% Compulsory Attendance?
- If the student drops below 90% attendance but attends class at least 75% of the days the class is offered, the student may earn credit for the class by completing a plan approved by the principal or campus attendance review committee which allows the student to fulfill the instructional requirements for the class.
- If a student falls below the 75% attendance rate or has not completed the plan approved by the principal, the student will be referred to the Campus Attendance Review Committee and they will review the reasons for your student's absences, review performance, and determine if there are extenuating circumstances for the absences. If extenuating circumstances exist, the committee will develop a plan that will allow the student to regain credit or a final grade lost due to attendance. Each plan will be unique and based on individual students' circumstances.
- The student or parent may appeal the Attendance Review Committee's decision to the building principal.
Which Absences are Exempt From The 90% Rule?
State law allows for exemptions to the compulsory attendance requirements for several types of absences if the student makes up all assigned work and turns in the appropriate documentation. In addition, the appointment must be for the student. The following activities are exempt:
All Grade Levels
- Religious Holy Day
- Required Court Appearance
- Activities Related to US Citizenship
- Documented Health Care Appointments (must attend school on the same day as the appointment)
- Students in the Conservatorship of the State
- Students of Military Families
Secondary Grade Levels
- College Visit (11th & 12th Grade Only)
- Students Pursuing Enlistment in the Armed Services
- Serving as an Early Voting or Election Clerk
- Sounding Taps at a Funeral

2023 Greater Houston Frontiers Club Scholarship
Four-year College or University Scholarships
Scholarships will be awarded to students who enroll as a full-time (12 hours minimum) freshman in an accredited four-year institution. The GHFC Scholarship Program is very competitive. Scholarships are awarded on the basis of academic merit, leadership qualities, interpersonal communication, academic merit, extracurricular activities, community service, written essay and financial need. The $1,000 scholarships are payable in a single installment. Scholarships will be paid upon proof of registration (official class schedule) in an accredited four-year college or university.
Community/Technical Institution Scholarships
Scholarships will be awarded to students who enroll as a full-time (6 hours minimum) freshman in an accredited two-year institution. The GHFC Scholarship Program is very competitive. Scholarships are awarded based on academic merit, leadership qualities, interpersonal communication skills, extracurricular activities, community service, written essay and financial need. The $500 scholarships are payable in a single installment. Scholarships will be paid upon proof of registration (official class schedule) in an accredited two-year Community or Technical Institution
Delta Sigma Theta 2023 Scholarship Application

Average Daily Attendance
Parents, guardians, and scholars!
Thank you for your responsiveness to our attendance process. As a result, we have experienced an increase in our daily average for this week! Great job.
When you are tardy to school: Student's must report to the office for an admittance slip before going to class, preferably with a signed note giving reason for tardiness. Accumulated time of tardies is calculated by minutes in lost instructional time. Please note that students who arrive 15 minutes late or more to first period will be considered absent for first period.
When a student must be picked up before dismissal time: Go to the office to sign the student out and wait there for the student. Please be prepared to show photo identification. If it is necessary for someone other than the parent/guardian to pick up your child, that person must be named as an emergency contact. Accumulated time of early pick-ups is calculated by minutes in lost instructional time. Parents cannot call and have a student walk out of school without following the proper protocols. Students are not permitted to leave campus without signing out in the front office. Students may face disciplinary action for failing to follow campus procedures. *Students will not be released from the class until the parent/guardian is present and has shown verification.
While we are experiencing improvement, we still have much work to-do and here’s how you can help.
- Take advantage of our doors opening at 7:40am to receive scholars. The tardy bell to first period rings at 8:15am. Please ensure to have your scholar to school in plenty of time to arrive on-time.
- If you are receiving a call regarding attendance, your scholar has been marked absent for that period. Please continue to inquire! Errors can be fixed and we want them fixed, but we need your help.
- Remember – excused and unexcused absences impact the 90% rule. Your scholar cannot miss more than 9 school days in any class or they risk not earning credit for the class. Please, come to school daily. This is directly tied to student achievement!
When a student is absent from school due to personal illness, the student upon return, or within 5 days of returning to school, must submit a note signed by a parent giving the date(s) and describing the reason for the absence. Parent notes may be sent by email but must come from a parent’s verified email account. The note or email must be sent to the campus attendance clerk. Up to 5 personal illness notes per school year will be accepted for an excused absence. If this number is exceeded, then all additional absences will be referred to the Campus Attendance Review Committee.

If a student is absent 5 consecutive school days or more, a doctor’s note is required within 5 days of the student’s return to school for the absence to be excused.

Early Student Signout Restrictions
Students without an acceptable note will not have absences excused and may lose credit for their courses in which they fail to be present 90% of the time.
Skyward: Family Access Center
We encourage parents to use Skyward Family Access to monitor student academic progress and attendance. This web-based program lets you view your student’s daily assignments, grades, and attendance. To receive automatic notifications of grades and daily attendance:

No Outside Deliveries
Terry High School is a closed campus. Scholars must remain on campus from the start of school until the end of school. Scholars are not permitted to leave campus for lunch.
We will not permit scholars to receive outside lunch delivered from delivery services such as Uber Eats, Grub Hub, Door Dash, etc.
This is for the protection of all of our scholars. We cannot have fast food delivery drivers looking for scholar on campus. If food is delivered to campus, we will refuse to accept it.
We welcome you to come and eat lunch with your scholar. Please contact your scholar’s grade level administrator at least 24 hours in advance and ensure you are prepared with the proper identification to receive a visitor’s pass. You will need your ID or Driver’s License. Please only bring lunch for your scholar.
Only visitors who are listed on the students emergency contacts are able to drop off food items for students.
