September 2022 Meetings in Review
Summer Academy Staff Recognized
This past summer, qualifying students participated in the district's first "Elementary Summer Academy," a four-week-long, half-day program for students entering grades one through three.
Made possible with federal ESSER grant funding, the program provided additional academic instruction in essential skills and concepts necessary to support students as they prepare for the coming school year. Participating students learned reading, math, and study skills from Central Bucks teachers.
Superintendent Dr. Abram Lucabaugh took time during the board's September meeting to recognize the district administrators, teachers, aides, bus drivers, and other staff who made the program possible. "It was truly a dream team dedicated to doing what is best for our students," he said, noting the contributions they made to "...this very important endeavor to bridge the gap and augment [student] learning, preparing them for a successful entry to the 2022-2023 school year."
The following district staff were recognized for their contributions to the CBSD Elementary Summer Academy: Concetta Bolton, Juliette Camburn, Gary Carew, Jennifer Castro, Ashley Christie, Brenda Davis, Amanda Dean, Shannon DeCorrevont, Ashley Fetter, Lisa Galante, Dr. Nadine Garvin, Lanette Gilluly, Paige Gilluly, Vanessa Hasson, Michelle Jacobs, Richard Kratz, Edward Lee, Patricia Loughlin, Kimberly Maduzia, Kenneth Martin, Amanda Mauchet, Linda Muehlbronner, Carroll Palakow, Yinet Quezada, Christian Reidler, Christine Rick, Ingrid Sanchez, Lisa Ventresca, and Kathryn Wilde.
Board Appoints Kevin S. Spencer as Director of FEMO
The board approved the appointment of Mr. Kevin Spencer as Director of Facilities and Energy Management Operations (FEMO). Mr. Spencer served most recently as director of operations for the County of Bucks, a position he has held since 2016. Following the board's appointment, Dr. Lucabaugh noted that, "We are very excited to welcome him on board in this new capacity and are excited to work with his leadership."
As the county's director of operations, Mr. Spencer was responsible for oversight and management of the General Services Division including operations, asset management, capital projects, parks and recreation, bridges, flood control dams, as well as overall administration of a $75-$100 million operating and capital budget for three departments and more than 200 staff. His previous experience at the county includes service as the deputy director of operations and project manager.
“I am excited to join the Central Bucks team and look forward to serving the students, teachers, and parents of the community in shaping the learning environment of our future leaders,” Spencer said.
Curriculum Committee Meeting - September 14
- Dr. Nadine Garvin, Assistant Superintendent of Elementary Education and Ms. Vanessa Hasson, Groveland Assistant Principal, gave an update on the Elementary Summer Academy.
- Mr. Tim Donovan, K-12 Social Studies Supervisor, presented a K-6 Social Studies Pilot.
- Mr. Donovan presented a Service Learning Recommendation.

Policy Committee Meeting - September 14
- The committee discussed updating the language for Policy 321 for the purpose of maintaining neutrality in curriculum, classroom décor, and classroom instruction in an effort to establish an educational environment in which all students feel supported. Policy 321 will be on the October school board meeting agenda for first read.

Operations Committee Meeting - September 28
- Mr. Tom Hanna, Capital Projects Manager, presented a proposal from Gilmore & Associates for design services related to the 2023 paving projects.
- Mr. Hanna presented another proposal from Gilmore & Associates for the Summer 2023 Playground Renovation and Outdoor Classroom Design Projects.
- The committee discussed changing the department name from Facilities, Energy Management and Operations to the Operations department.

Finance Committee Meeting - September 28
- Ms. Alyssa Marton, Director of Pupil Services, presented a partnership with the Richard J Caron Foundation.
- Ms. Tara BG Houser, Chief of Operations, presented an agreement from Asset Control Solutions.
- Ms. Houser presented an agreement with IXL Math Software.

Central Bucks School District
The members of the Central Bucks School District's Board of School Directors each represent one of nine regions in the district. Each region includes one or more municipalities. While each region elects one school director, members represent the interests of the district as a whole once elected.
