CAPEA's Milestone Year: A Visionary Leadership Transition
We are thrilled to announce some exciting developments at CAPEA. As of October 27, 2023, Dr. Ursula Estrada-Reveles has taken on the role of Acting President, bringing with her a wealth of experience and a vision for the future of our organization. Dr. Ursula Estrada-Reveles, the Executive Director of the School of Education within the Educational Services division at Riverside County Office of Education, is a seasoned professional with extensive experience in educational administration. Having served in various capacities, including elementary, middle school, and high school administration. Her commitment to educational excellence and leadership development underscores her impact on the educational landscape, making her a valuable asset in shaping the future of education in Riverside County and beyond.
Dr. Estrada-Reveles is setting ambitious goals for CAPEA, and one of her key initiatives is the launch of a mentoring series designed for professors aspiring to advance in their academic ranks. This program aims to provide invaluable support and guidance to our members as they navigate their professional journeys. To shed light on this exciting endeavor, we invite you to read the upcoming article on Mosaic Mentoring. This initiative is spearheaded by President-Elect Sonia Rodriguez and former President Noni Reis, who are working collaboratively to ensure the success of this mentoring series. Mosaic Mentoring promises to be a transformative experience for all participants, fostering growth and advancement within our academic community. In addition to the mentoring series, Dr. Estrada-Reveles is dedicated to enhancing our membership experience and expanding the range of services available to our members. Her commitment to strengthening the fabric of CAPEA will undoubtedly contribute to the continued success and growth of our organization. CAPEA Executive Committe
Our Mission
CAPEA provides opportunities, services, and benefits to college faculty, and others involved or interested, in the training of school leaders. As a CAPEA member, you will have the information, resources, and influence to help you:
1. Participate in the California collaboratives and partnerships
2. Keep updated in the field through twice-a-year CAPEA Conferences and the publication of a national journal, Educational Leadership, and Administration: Teaching and Program Development
3. Introduce new university faculty to the world of educational leadership and school reform
4. Implement Preliminary and Professional Level Credential Programs
5. Respond to critical legislative and policy issues regarding educational administration
6. Be aware of the knowledge base in educational administration and leadership
Mentoring Mosaic
The goal of the Mentoring Mosaic program is to help aspiring and new faculty who are members of CAPEA navigate the higher education environment regarding hiring, promotion, and tenure. It is just one example of the supportive professional environment you will experience as a member of CAPEA. Should you be interested in participating, please contact us via email at admin@capea.org
The CAPEA organization is an auxiliary of the International Council of Professors of Educational Leadership (ICPEL). We encourage all CAPEA members to join ICPEL. There are many opportunities for professional learning and development. This includes research publications and conference presentations, Nationally and Internationally, also members are encouraged to seek leadership roles serving on committees. Currently, we are represented on two ICPEL committees: Justice, Equity, Diversity and Inclusion/JEDI and the Mentoring Mosaic (MM) committee. The MM committee is chaired by Sonia Rodriguez who is also a former ICPEL Executive Board member, and she also spearheaded the JEDI committee alongside fellow Executive Board Member, Dr. Kelly Brown. The MM committee has provided opportunities for CAPEA members to lead webinars on topics including publishing, preparing dossiers, and sharing research. Noni M. Reis is representing CAPEA as a guest editor with Kelly Brown, Lamar University, Texas, and Robert A. Martin, Oakland University, Michigan. This team will produce a 2024 special issue of ICPEL Journal, Education Leadership Review—Social Justice Scholars. The special issue is unique in its intent to unmute and provide space for the voices of emerging scholars of color by pairing them with a mentor who will offer support throughout the publication process. This may serve as a model for a future issue of the CAPEA journal, Educational Leadership and Administration: Teaching and Program Development.

Embracing Change: California's Journey Towards PK-3 Credential and Early Learning Leadership
California is moving toward a new credential known as the PK-3 credential. As of today, we are awaiting word from the Office of Administrative Law to authorize this. In the meantime, several programs have been written and submitted to the California Commission on Teacher Credentialing. The PK-3 Credential is inclusive of the new literacy standards. As programs across the state that support aspiring and new leaders, we have a responsibility to ensure that all candidates are prepared to serve these and all students.
As leadership preparation programs in California adapt to new initiatives, it will be important for school leaders to be knowledgeable about early learning. The above poem reflects the importance of appropriate schooling for Transition-K students who will be four years old! A T-K classroom may include areas designated for dramatic play, blocks, manipulatives, art, music, and other developmentally appropriate learning centers. Administrators should not expect to see students sitting in a “cemetery-model” or rows of desks. Indeed, students may not even be sitting at tables as one might observe in a Kinder classroom. The National Association for the Education of Young Children (naeyc.org) offers the following nine principles for child development that can guide leadership preparation programs:
1. Development and learning are dynamic processes that reflect the complex interplay between a child’s biological characteristics and the environment, each shaping the other as well as future patterns of growth.
2. All domains of child development—physical development, cognitive development, social and emotional development, and linguistic development (including bilingual or multilingual development), as well as approaches to learning—are important; each domain both supports and is supported by the others.
3. Play promotes joyful learning that fosters self-regulation, language, cognitive, and social competencies as well as content knowledge across disciplines. Play is essential for all children, from birth through age 8.
4. Although general progressions of development and learning can be identified, variations due to cultural contexts, experiences, and individual differences must also be considered.
5. Children are active learners from birth, constantly taking in and organizing information to create meaning through their relationships, their interactions with their environment, and their overall experiences.
6. Children’s motivation to learn is increased when their learning environment fosters their sense of belonging, purpose, and agency. Curricula and teaching methods build on each child’s assets by connecting their experiences in the school or learning environment to their home and community settings.
7. Children learn in an integrated fashion that cuts across academic disciplines or subject areas. Because the foundations of subject-area knowledge are established in early childhood, educators need subject-area knowledge, an understanding of the learning progressions within each subject area, and pedagogical knowledge about teaching each subject area’s content effectively.
8. Development and learning advance when children are challenged to achieve at a level just beyond their current mastery and when they have many opportunities to reflect on and practice newly acquired skills.
9. Used responsibly and intentionally, technology and interactive media can be valuable tools for supporting children’s development and learning.
