ESD 112 Empowers Youth-Led Prevention at the 2023 Washington State Spring Youth Forum
In May, youth prevention teams from across Washington State attended and presented at the Spring Youth Forum, which took place May 9 -10 in Grand Mound, Washington. Nine youth prevention teams from southwest Washington attended the event.
The goal of the Spring Youth Forum is to recognize and reward youth prevention teams that have implemented a successful prevention project within their communities. Youth teams showcased their projects, shared successes and lessons learned. One team from the ESD 112 region received 1st place!

U.S. E-cigarette Sales Climbed During 2020-2022, Led by Disposables
A study highlighted by the CDC found that overall e-cigarette monthly unit sales increased by 46.6%—from 15.5 million units in January of 2020, to 22.7 million units in December of 2022. During this study period, the number of brands increased by 46.2%, from 184 to 269 brands. Prefilled devices (such as JUUL) decreased, while disposable devices (such as Elf Bar) increased; and sales of youth-appealing flavors—such as fruit, candy, and desserts—increased. Elf Bar was indicated as the top-selling disposable vape in the U.S. during December 2022.

Risky Drinking Can Put a Chill on Summer Fun
Help Strengthen Tobacco Cessation Services
The Washington Department of Health (DOH) created a statewide tobacco cessation landscape assessment survey. They are requesting feedback from anyone who works with patients or clients to provide information on what cessation care or services they currently provide, referral resources, and factors that make it difficult to provide cessation services. Input is also welcome from those who do not currently provide cessation care or referrals but work directly with patients or clients. The WA Dept. of Health is working to identify and address gaps within our state systems in regard to tobacco cessation.

Stop Overdose - CDC Resources
According to the CDC, "Drugs take over 250 lives every day" so they created a website to educate people who use drugs about the dangers of illicitly manufactured fentanyl, the risks and consequences of mixing drugs, the lifesaving power of naloxone, and the importance of reducing stigma around recovery and treatment options. Available resources include:
- Implementation toolkits for healthcare providers, pharmacists, public health and safety professionals
- Facts about fentanyl
- Facts about naloxone
- How to help someone recover
- Polysubstance use facts
- Stigma reduction

They Think They Know You Campaign
They Think They Know You launched in June to educate the Black/African American population about the harms of menthol tobacco, bring awareness to the calculated strategies that the tobacco industry uses to target this community, and empower those who seek resources for better mental and physical health.

SAMHSA reports that 3 out of 10 people in the United States have issues with mental health, drugs, or alcohol. Find Support is an online guide developed by SAMHSA that helps people navigate through common questions when they are at the start of their journey to better behavioral health. Rural Network 7 Core Principles
The Rural Network is working with The Montana Institute to design a rural Positive Community Norms campaign for the rural toolkit. We've held three meetings to do initial planning and the outcome is below.
These 7 Core Principles will guide our work, and serve as the spirit of the campaign we create. We are proud to present these statements after lots of deliberation and brainstorm, as pillars that embody our spirit and intentions.
- We are Positive: We see possibilities through networking and positive growth for our communities.
- We are Present: We show up to learn the unique needs of others and our communities.
- We are Perceptive: We listen to each other and seek to gain more knowledge to address needs as they arise.
- We are Purposeful: We use data to drive solution-focused work that is meaningful in rural communities.
- We are Perfected: We continue to improve by valuing the unique contributions we bring together.
- We are Proactive: We listen, ask questions, and take action.
- We are Passionate: We bring vibrance, heart, and energy to our collaborations.
Rural Grant Progress
- Assess Needs: We will be hosting rural Listening Sessions in May and June led by WSU researcher Dr. Janessa Graves. This information will be about rural risk and protective factors, and will help us update our needs assessment from 2020.
- Evaluation: Look forward to an annual evaluation survey coming in July to reflect on our progress as a network and ensure we're doing what works.
- Assess Data: Clark County Public Health created an online dashboard of rural Healthy Youth Survey results that you can access on our website, allowing users to easily view detailed results from the report in a visual and accessible way.
- Build Toolkit: Thank you to all who attended our monthly Toolkit Workgroup Meetings and gathered youth survey responses to update the Find Your Good campaign. We are currently uploading the images to the campaign website and creating a special Rural tab for them. Look forward to these being published in July.
- Build Toolkit: We contracted with the Montana Institute to create the beginning pillars of a Rural Positive Community Norms Campaign. We will continue contracting with them next fiscal year as well, but need time to get the contract and budget together. We will resume monthly meetings in August or September.
- Offer Training: We sent rural communities to the Montana Summer Institute to learn about Positive Community Norms. Thank you for attending on our behalf!
- Offer Training: The Rural Network Steering Committee is attending the National Prevention Network Conference in August in Alabama as a breakout room presenter promote our cause and teach other communities how to create a network like ours.
- Promote Equity: We published Spanish translations of the entire Making the Connection Toolkit. Learn more at: https://bit.ly/connectiontoolkit.
- Promote Equity: Logan is starting a book club event to review "I Never Thought of It That Way: How to Have Fearlessly Curious Conversations in Dangerously Divided Times," by Washington author Mónica Guzmán. Connect with Logan to get involved!
