Presentation and Public Hearing on the 2022-23 Local Control and Accountability Plan (LCAP)
Associate Superintendent Sarah Jellin and Directors Annie Murphy and Heather Scharer presented an annual update of the District’s Local Control and Accountability Plan (LCAP). The LCAP is a 3 year educational plan updated annually in which the District sets goals, plan actions, and leverage resources to meet those goals to improve student outcomes. The LCAP shows how USD uses the funds provided by the state to address each of the eight state priorities to meet the needs of students, including low income students, English learners, and foster youth. The LCAP is developed and updated each year with the assistance and feedback from Educational Partners including students, parents/guardians, staff members and the LCAP committee.
Directors Annie Murphy and Heather Scharer outlined each goal and summarized how success is measured through various metrics. Associate Superintendent Sarah Jellin shared how each goal was updated based on educational partner feedback and included the following for the upcoming years:
- Added action in Goal 1 to continue exploration of middle school student elective options
- Added action in Goal 3 to establish a student senate in the 2022-23 school year to bring 5th-8th grade student representatives to collaborate with school and district leadership
- Added action in Goal 4 to increase translation availability through the adoption of Language Line

In accordance with Education Code 52062 (b)(1), the Board of Trustees held a public hearing on the proposed 2022-23 Local Control and Accountability Plan (LCAP) prior to final adoption. There were no public comments. It will be brought forth at the next Board of Trustees meeting on June 13, 2022.
Presentation and Public Hearing on the 2022-23 Proposed District Budget
Assistant Superintendent Rita Sohal presented the proposed budget for the 2022-23 school year. The presentation included key budget assumptions for next year such as enrollment significantly declined since 2019-20 levels and daily attendance (ADA) projections. She explained that the 6.56% cost of living adjustment will help with some of the loss of revenue as a result of lower enrollment. Despite the increase in COLA, the District continues to rely on lease revenue and our extended care program to cover general fund expenditures and maintain the required 3% reserve.
In accordance with Education Code Section 42103, the Board of Trustees held a public hearing on the proposed 2022-23 district budget. There were no public comments. It will be brought forth at the next Board of Trustees meeting on June 13, 2022 for adoption. The District revises the budget within 45 days to reflect any significant changes from the State’s Adopted Budget.

California School Employees Association (CSEA) to Union School District Contract Opener Proposal
The current 2019-22 Collective Bargaining Agreement between California School Employees Association (CSEA) and Union School District (USD) expires June 30, 2022. The district received the initial proposal to negotiate the CSEA-USD collective bargaining agreement at the District Office in May.

The Board held a public hearing. CSEA Vice President, Jenny Torres spoke to CSEA’s sunshine proposal. The Board approved the CSEA sunshine proposal to open negotiations.
USD Potential Bond Overview
With the District's needs going beyond the scope of regular school facilities and technology budgets, USD is considering a school bond measure on the November 2022 ballot. The Board authorized the continued exploration of the possibility of a bond measure and tasked True North Research, Inc. to perform a Bond Feasibility Survey. The results of the study suggest that if structured appropriately, kept affordable, and combined with an effective public outreach/education effort and a solid independent campaign, the proposed bond measure has a good chance of passage if placed on the November 2022 ballot.
Based on community outreach and engagement since March, Amanda Clifford from CliffordMoss presented an update to the Board, sharing the results from an early public engagement and listening campaign, and presented on the key components of a November 2022 Ballot Package. Timothy Carty of Piper Sandler & Co., David Casnocha of Stradling Yocca Carlson & Rauth and Amanda Clifford gave an overview of these ballot components including financials, a 75-word ballot question, project list, legal considerations and resolution language.
No action was taken during the Board meeting. The Board will consider adoption of a resolution authorizing the placement of a school bond measure on the November 2022 ballot at the next Board of Trustees meeting on June 13, 2022.
