Discovery Elementary is a Title I School
Discovery Elementary participates in the Title 1, Part A Program. Its goal is to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and reach proficiency on challenging state academic standards. As a Title 1 school, we qualify for federal grant money which we use for additional staffing, parent involvement, and staff development opportunities to help us meet that goal.
This update is intended to provide you with important information about this law and your child’s education. You have the right to request regular meetings and/or information about Title 1 at Discovery. Please contact the principal if you would like more information.
Parents' Right to Know - Title I Required Notification
October 6, 2023
Dear Parents / Guardians,
In compliance with the requirements of the Every Student Succeeds Act (ESSA) the Mukilteo School District would like to inform you that you may request information about the professional qualifications of your student’s teacher(s) or instructional paraprofessional(s) [ESSA Section 1112(e)(1)(A)].
The following professional qualification information may be requested pertaining to your child’s teacher(s):
- Whether the teacher has met Washington teacher certification requirements for the grade level and subject areas in which the teacher provides instruction.
- Whether the teacher is teaching under an emergency or other provisional status through which Washington qualifications or certification criteria have been waived.
- The college major and any graduate certification or degree held by the teacher.
- Whether the student is provided services by paraprofessionals, and if so, their qualifications.
The following professional qualification information may be requested pertaining to an instructional paraprofessional instructing your child:
Paraeducators must be at least eighteen years of age and hold a high school diploma or its equivalent, (for more detailed information on what is considered equivalent, please read the FAQ (document) https://docs.google.com/document/d/1mS3yqB93IQymwsFxVv3WJd3-2B51Boz0RsAIsSIh5kw/edit.
In addition, a paraeducator must meet one of the following:
1. Have received a qualifying score on the Education Testing Service (ETS) paraeducator assessment
2. Hold an associate degree or higher from an accredited college or university
3. Have earned 72 quarter credits or 48 semester credits at the 100 level or higher at an accredited college or university
4. Have completed an apprenticeship as a paraeducator, in a program registered with the Washington State Apprenticeship and Training Council.* For more information go to Minimum employment requirements - Professional Educator Standards Board (whttps://www.pesb.wa.gov/paraeducator-certificate-program/minimum-employment-requirements/a.gov).
Note: Paraprofessionals must work under the supervision of a certified teacher. In schools that operate a schoolwide program, all paraprofessionals must meet professional qualifications. In a Target Assistance program, only paraprofessionals instructing Title I intervention, under the direct supervision of a certificated teacher, must meet the above qualifications.

DRAFT - Parent Involvement Policy
Discovery Elementary Policy for Parent Involvement 2023-2024
Discovery Elementary is committed to providing quality education for every child. Partnerships between the school, the home and the community are not only necessary but vital for our students to grow and succeed at the highest levels they can.
Discovery Elementary recognizes some students may need extra assistance to reach Washington state’s high academic standards. One avenue of help is through the Title I program. Discovery intends to include families in all aspects of the school’s Title I program. The goal is a school-home partnership that will help all students succeed. This work will be guided by the following:
School Parental Involvement Policies
- Families and staff will review the previous year’s parent involvement policies at a meeting during the first 1-2 months of school.
- Revisions and changes for the current year will be made by November 2023.
- Final procedures will be posted at the school and on the school website.
Annual Title 1 Parent Involvement Meeting
- The annual meeting will be held before fall conferences.
- All parents will be invited to this meeting through the school newsletter and website.
- The agenda of the meeting will include:
- An opportunity for input into the procedures for parent involvement, the school-parent-student compact and the parent involvement budget and plan.
- Information about the Title I program survey, which will be provided following the annual meeting.
Notification
- Families are notified of their student’s participation in programs that include reading, math and English-language support no later than November, and through individual planning meetings and conferences.
- Parent – teacher conferences are held once a year in November.
- Report cards are sent home each trimester.
- Discovery Elementary School will inform parents of the purpose and existence of the Parental Information and Resources Center (PIRC) in Washington through the parent newsletter.
School-Parent Compact
- Each Title I school shall jointly develop with parents a school-parent-student compact that outlines how the staff, parents, and students will share the responsibilities for improved student academic achievement.
- The compact will be sent in October or November and will be discussed during the November parent-teacher conference.
- Student academic progress is closely monitored, and interventions are established for students identified in grade-level teams, with the support of Instructional Specialists and/or by the school Guidance Team.
- Teachers communicate with families by phone and/or through ParentSquare (email) if students are not making adequate academic progress.
- Families can schedule meetings with any school staff member to discuss their child’s progress.
Additional Opportunities for Involvement
- Meetings and events will be held throughout the year to increase parents’ knowledge about the curriculum and how to better support their children academically.
- Parents are encouraged to join the Parent-Teacher Organization (PTO) and participate in PTO events.
- Parents are welcome to volunteer or observe (by appointment) in classrooms.
- The Mukilteo School District disseminates pertinent information about programs for parents and families, such as Head Start and ECEAP, Boys & Girls Club, YMCA, etc., through ParentSquare and Peach Jar.
- Our Elementary Counselor, Family Engagement Liaison and staff communicate with families regarding community resources and work to resolve situations that impede student progress.
Efforts to Ensure All Parents Are Included
- Translation of written materials into the families’ home language is provided when practical, as well as through the use of ParentSquare.
- Interpreters are provided for conferences and school events.
- Childcare is provided at school events when appropriate.
- School meetings and conferences are offered at a variety of times.
- School staff is available by phone, email and through Parent Square.
Discovery Elementary’s Parent Involvement Policies have been developed and revised jointly with, and agreed upon by, parents of children participating in the Title I program, as evidenced by meeting minutes.
These Parent Involvement Policies were drafted, and then revised based on input during the Annual Title I Meeting at Discovery Elementary on October 19, 20223. These policies will be in effect for the period of the 2023-2024 school year. The school will distribute these policies to all parents and make them available to the community through the school website and through ParentSquare.

DRAFT - Title I School and Parent Compact
We are proud to serve students in kindergarten through 5th grades. This compact is an outline of how our school staff, families, and students share the responsibility for improved student academic achievement. The goal is for our school and families to partner in the work of helping all children achieve our state’s high academic standards. If you have questions, please call school to schedule a time to meet with your child’s teacher. You can also request to meet with our Title I teachers and/or the principal. School: We understand the importance of the school experience to every student. Therefore, we agree to carry out the following responsibilities to the best of our abilities:
· We will provide high-quality curriculum and instruction in a supportive and effective learning environment that enables the participating children to meet the Common Core State Standards.
· We will provide annual parent/teacher conferences.
· We will provide parents with information about their child’s progress.
· We will provide parents reasonable access to staff.
· We will help each student grow to his/her fullest potential.
· We will provide parents opportunities to volunteer and participate in their child’s learning experience.
