State of Maryland Stipend – HCPS-ESP and AFSCME Employees
The Board of Education and both the Harford County Education Association – Education Support Professionals (HCEA-ESP) and the American Federation of State, County and Municipal Employees, Local 2471/Council 3 (AFSCME) have both agreed that Harford County Public Schools will provide a one-time $321 lump sum stipend payment that will be funded by the State of Maryland through Senate Bill 831/House Bill 1349 to all HCEA-ESP and AFSCME employees who were employed by HCPS on October 18, 2022 and still currently employed. The lump sum payment will be paid to all eligible employees on June 23, 2023, along with the employee’s normal payroll payment. Canvas End of Year 1 Implementation Survey For Instructional Staff
The Department of Research and Program Evaluation is collaborating with the Supervisor of Innovation in Learning to carry out research and conduct a comprehensive program evaluation of the implementation of the Canvas Learning Management System (LMS) in HCPS. This collaboration will entail the development of a comprehensive evaluation framework using a mixed method approach that will include survey research, qualitative research (focus groups, interviews, etc.), and quantitative research and will culminate with a final capstone report. This framework will be used to monitor the implementation and assess the impact of the Canvas LMS across all schools. This evaluation should provide valuable insights for decision making, enhancing teaching and learning, improving student outcomes, and implementing future technology projects.
The purpose of this email is to request the participation of instructional staff members and students in grades 3-12 in a voluntary survey to provide feedback on the Year 1 implementation of Canvas.
The aim of this survey is to gather valuable information that helps in addressing the following research categories:
- Use of Canvas
- Impact
- Training and Support
- Overall Satisfaction
While this survey is voluntary, participation of all instructional staff and students in grades 3-12 is highly encouraged. The information you provide is confidential and will be reported anonymously.

HCPS Summer Continuing Professional Development (CPD) Course - Authentic Learning in Science
Last chance to register. Registration for this and other MSDE credit courses is available on HECTOR.
Course details: Authentic investigations—genuine, open-ended inquires—transform our disciplinary content from information to be given to students into evidence to be sought and used by students. This course will use forensic science as a context to teach science. Participants will use science and engineering practices to investigate, document, and ultimately interpret several mock crime scenes. Forensic science content will be acquired as participants research and evaluate evidence collected from the scenes. Ultimately, participants will have to formulate a claim to explain the events that led to the scene, and use the evidence collected to defend claim.

Helen Ellenby of Emmorton Elementary School Named Student Support Services STAR Award Winner
Congratulations to Helen Ellenby, school counselor for Emmorton Elementary School, for being honored as the Student Support Services STAR Award winner!
Ms. Ellenby had the wonderful pleasure of being recognized by the school’s administration team for her immense value and vital importance to the Emmorton community. She is celebrated for having a crucial impact on the social and emotional well-being of students and staff.
One of Ms. Ellenby’s greatest strengths is the ability to gravitate and connect with the most vulnerable students. Having such a compassionate nature has afforded her the opportunity to build great relationships with families, creating a supportive environment for students. By going above and beyond the call of duty to connect with families, she has made a lasting impression on the lives of many students. As noted by others, Ms. Ellenby routinely offers her office space allowing students to obtain necessary care promoting emotional wellness.
An example of Ms. Ellenby’s dedication to students is fittingly conveyed by her nominator: “Earlier this year, she noticed that a student was no longer riding his bike to school and was therefore arriving late. After finding out that he had a flat tire, Ms. Ellenby picked up the bike from his home, replaced the tire, and returned the bike. This is but a small example of the extent to which Ms. Ellenby will go to help students feel a sense of safety and belonging at school.”
With such dedication, it is understandable why Ms. Ellenby is the STAR award recipient. The Office of Student Support Services takes pride in having such a caring and dedicated team member. Congratulations, Ms. Ellenby!
Congratulations to Sarah Neubold of Swan Creek School!
The National Art Education Association (NAEA) has named Sarah Delphus Neubold, of Swan Creek School, the recipient of the 2023 Marion Quin Dix Leadership Award. This prestigious award, determined through a peer review of nominations, recognizes outstanding contributions and service to the profession by a current or past state association officer in the performance and/or development of specific programs, goals, or activities at the state association level. The award was recently presented to Ms. Neubold during the NAEA 2023 National Convention in San Antonio.
Like so many leaders in education, when instruction moved online in 2020, Ms. Neubold's role expanded to quickly implement strategies and methods to support teachers providing art instruction to students in their homes. Her work during this unexpected period of remote learning proved to be a fascinating and challenging experience. It was a unique preparation for her to accept a new position as the middle school art teacher for the Swan Creek School eLearning program in HCPS. She was one of three art educators hired in 2021 to develop and implement a fully synchronous art curriculum for these students who are best served in a virtual setting.
Founded in 1947, the NAEA is the leading professional membership organization exclusively for visual arts educators. Members include elementary, middle, and high school visual arts educators; college and university professors; university students preparing to become art educators; researchers and scholars; teaching artists; administrators and supervisors; and art museum educators—as well as more than 54,000 students who are members of the National Art Honor Society.
HCPS Destination Imagination Team Places Third in Global Competition
In late May, "Hiser's Drama Queens" competed in the Destination Imagination Global Finals middle-level improve challenge, Showdown. The team, consisting of four 8th-grade HCPS students, Ali Peralta, Alice Morrison, Margaret Adle, and Raegan Decker, placed third overall!
These four students have been teammates since 4th grade and traveled to Kansas City, Missouri, to compete against 30 middle school teams from around the world!
In their central challenge, the team was presented with the following improv elements: the expert, Jane Goodall, the underdog, an excited hairdresser, and the competition, a heavy metal knitting contest. They then had two minutes to plan a five-minute skit incorporating all the elements. At some point during the performance, a new element, a house buried in snow, was added and had to be incorporated into the skit.

Fellowship of Christian Athletes To Host Summer Power Camp at Edgewood High School
Recently, HCPS signed a memorandum of understanding (MOU) with the Fellowship of Christian Athletes (FCA)to have a summer Power Camp at Edgewood High School. After several successful years in Cecil County, the FCA decided to expand this opportunity to the kids in Harford County. This camp provides opportunities for kids to try a new sport or enhance their athletic skills in a safe and friendly environment. HCPS Staff Learn CPR
The HCPS School Nurse CPR Instructors have been busy this school year going to elementary, middle, and high schools to teach CPR to staff, coaches, and students. More than 700 HCPS employees are now certified in CPR, AED, and Choking for adults, children, and infants. In March, the instructors also added Naloxone training for Opioid overdoses since our AED's are equipped with two doses of nasal spray Naloxone.
Thank you to all who participated and are now ready to SAVE A LIFE!
The instructors look forward to the opportunity to teach more coaches, staff, families, and students about CPR, AED, Choking, and Naloxone in the 2023-24 school year!
Teacher Tour Program Summary
The Teacher Tour, presented by 5xStronger, recognized and celebrated some of the fantastic and extraordinary teachers in our schools. Each month, from January to May of both the 2021-2022 and 2022-2023 school years, nominations were accepted for teachers who were doing an outstanding job in a specific area:
- Engagement: Engaging classrooms often have students who are excited, curious, and committed to learning. These classrooms can be identified by a positive and energetic environment, resulting in a deeper understanding, increased motivation, and a higher level of retention.
- Classroom Management: Classroom management plays a key role in helping teachers to create optimal learning environments for students where they feel safe, connected, and empowered to learn. These are teachers who develop strong working relationships with students, set clear behavioral standards, know how to leverage, and protect instructional time, and are consistent.
- Marigold: A teacher marigold supports their colleague's professional growth by offering encouragement, support, and help. These are teachers who have remain positive and steadfast in their love and passion for the profession.
- Building Relationships: The relationship between students and their teachers is critical. These positive relationships lead to improved academic results, motivate students, and boost positive behaviors. These teachers develop strong relationships with students developing a powerful tool for classroom management as well as building the mental health of all students.
- Technology: Successful technology integration supports all students and instructional goals. These teachers move beyond basic consumption of content to an application of tools and meaningful transfer of learning where technology is not the focus, but rather a tool to enhance the learning experience.
One winning teacher was selected each month, but every nominee was recognized in weekly HCPS 411 Updates. The winning teacher received a surprise visit from the 5xStronger team and a special gift from one of our community partners. As this program comes to a close, we would like to thank everyone for their participation in recognizing one another and we invite you to continue to celebrate achievements, whether big or small.

Teachers are invited to register for the Transformative Technology Conference held on June 21st from 8 am – 3 pm at Southampton Middle School. Teachers will be paid at the negotiated rate ($25/hour) for their participation. Learn new skills, network with colleagues, and apply pedagogical approaches as we design instruction in Canvas.

Exciting Professional Development Opportunity
IIRP Restorative Practices for Educators - (Tier 1 & 2 Supports ) - International Institute for Restorative Practices
Course Description: Building and strengthening relationships and community is a critical component of school culture. Restorative practices is an essential process for creating a positive learning environment, building social capital, and resolving relational issues.
During your training session, you will learn the fundamental theory and practices for engaging with students, staff, and parents in your school setting. Topics include the importance of being explicit about practice, how to set high expectations while being supportive, and ways to build community in your setting. We will discuss giving direct feedback and asking questions that foster accountability, as well as utilizing effective methods to resolve common conflicts. You will learn to apply the restorative practices continuum, understanding which restorative processes are best for achieving certain goals or responding to particular situations. We will focus specifically on facilitating circles, an essential process for creating a positive learning environment and school culture. Circles can be used both proactively and responsively to build social capital, sustain relationships, address social problems, and respond when harm occurs. Participants will spend time planning circles to use in their schools.
Participants will be paid the negotiated rate of $25/hr. if they are working outside of their contracted work schedule. CPD credit is not available at this time.

Dental Network Transitions to CareFirst BlueDental Effective July 1, 2023
REMINDER BEGINNING JULY 1, 2023! HCPS will be transitioning dental insurance carriers from Delta Dental to CareFirst. Unless you elected to change your plan, those enrolled in the Delta Dental PPO Comprehensive plan will transition to the CareFirst Dental PPO Comprehensive plan on July 1, 2023. Likewise, members currently enrolled in the Delta Dental Premier Standard plan will transition to the CareFirst PPO Standard plan as of the same date if an active change election was not submitted during the open enrollment period. Please contact your dentist’s office to verify if your provider participates with the new dental plan.
NEW ID CARDS: Every employee enrolled in a dental plan will receive new ID cards. All ID cards will be mailed in a blank, unidentified envelope for member security and privacy. Employees who elected the CareFirst BlueVision Plus plan during open enrollment will receive a second envelope containing separate ID cards. Employees who elected to change their medical plan option during open enrollment will receive a third envelope containing separate ID cards. This means you may have up to three (3) separate ID cards based on your medical, dental, and vision elections. All ID cards will arrive by mail at your home by the end of June.
- Dental cards will contain the group number 2SM7
- Vision cards will contain the group number 2SM8

End of Year Tuition Reimbursement Requests
Tuition reimbursement requests, including the Partial Reimbursement Request form corresponding to your union and an itemized receipt showing payment method(s) and amount(s), and an official transcript, sent separately and electronically from your university, must be submitted to transcripts@hcps.org within 90 days of the course completion date. Please visit the Tuition Reimbursement SharePoint Page for additional tuition reimbursement information, including reimbursement request forms, sample receipts, eligibility, and more details about the reimbursement submission process.
IMPORTANT INFORMATION FOR SPRING 2023 SEMESTER REIMBURSEMENT REQUESTS: Spring 2023 semester reimbursement requests received on and after May 1, 2023, will be reimbursed after July 15, 2023, leading up to and including the 2023-24 school year's first and second pay dates. Employees will receive an email confirming the reimbursement date of their request once it is processed over the summer. This processing timeline will apply to all staff, including those not scheduled to work during the summer break. Employees taking coursework through a direct bill partner will have their coursework billed directly to HCPS. Therefore, no paperwork is needed from the employee for the reimbursement as the partner University/College will provide the required official transcript/grade report.
Courses completed before July 1, 2023, will count towards the July 1, 2022-June 30, 2023 fiscal year, while courses completed on or after July 1, 2023, will count towards the July 1, 2023-June 30, 2024 fiscal year. Questions concerning reimbursement should be directed to the benefits office at benefits@hcps.org. Questions concerning certification should be directed to certification@hcps.org.

This report is monitored bi-weekly by a member of the Benefits Office for further assistance and tracking of member service feedback.
