The choice between there is and there are at the beginning of a sentence is determined by the word(s) that follow.
Use there is when the noun is singular: There is a monster.
There is + a singular noun
There are + plural nouns
There is
one child in this picture.
There is
one person waiting in line to buy the new iPhone.
There is
only one plate in the sink to wash.
There are
seven children in this picture.
There are
many people waiting in line to vote.
There are
