HCPS Grati-Tour Visits Our Operations Annexes
Harford County Board of Education members and school system leaders embarked on their second Grati-Tour of the school year on February 6, 2024. These tours are just one way to personally express gratitude to staff and see firsthand how their work supports our students. This tour visited our three operations annexes: Food and Nutrition, Facilities, and Transportation. Staff at each stop were provided a card for a free treat from Chick-fil-A of Harford County, the Grati-Tour's sponsor.

Important Benefits Update: Change to Benefit Deduction Cycle for ALL Employees
Effective July 1, 2024, all employees will experience a change to their benefit deduction cycle, moving from a 20 or 24 deduction cycle to a 22 pay deduction cycle for all 10-, 11-, and 12-month employees.
Details of this Change: All employees, regardless of whether in a 10-, 11-, or 12-month position, will transition to a singular deduction cycle that will occur over 22 consecutive pays throughout the fiscal year. Annual deductions will occur from September 1 through June 30 for all employees. During this period, the healthcare deduction includes the cost of your coverage in July and August; you do not need to make additional payments during these months. Employees will see their first 2024-2025 school year deduction as part of the September 13, 2024, pay date.
- Changes for 10-month employees: You will now have your healthcare premiums for medical, dental, vision, life insurance, and flexible spending spread out over 22 pays rather than 20 pays. This change will not impact pension and other deductions not listed.
- Changes for 11- and 12-month employees: You will now have your healthcare premiums for medical, dental, vision, life insurance, and flexible spending spread out over 22 pays rather than 24 pays. You will no longer have a deduction for your above-listed healthcare contributions for pay received in July and August. This change will not impact pension and other deductions not listed.
Why Is This Change Being Made? All employees are currently deducted through different deduction cycles based on their status as 10-, 11-, or 12-month employees. Moving all employees to a singular deduction cycle provides a simplified understanding of which posted premium applies specifically to individuals, helping to improve communication and understanding of an employee's benefits. This change will also provide simplified administration and understanding of deductions when employees transfer positions that would cause their deduction cycle to change.
What Do I Need To Do? As an employee, you do not need to do anything for this change to occur. This change will happen automatically for all employees enrolled in a medical, dental, vision, life insurance, and/or flexible spending benefit program. However, we request that you review your current elections during the upcoming Open Enrollment period in May 2024 and complete any election changes as appropriate. Enrollment changes made during the Open Enrollment period will take effect on July 1. Deduction changes will take effect in September, and no deductions for 11- and 12-month employees will occur during July and August.

Initial Blueprint Implementation Plan Survey Analysis
Over the past few years, Harford County Public Schools (HCPS) Blueprint Committees and workgroups have been working through various requirements of legislation known as the Blueprint for Maryland’s Future. Over one-hundred and fifty (150+) people serve on these committees with approximately a third of the members representing central office stakeholders, a third participating as school-based stakeholders, and a third representing community partners. As a result of this work, HCPS drafted a Blueprint Implementation Plan.
To inform this process, the HCPS Office of Strategic Initiative collaborated with the Office of Research and Program Evaluation to administer a multi-stakeholder survey in February and March of 2023. This survey was designed to gather feedback on the Blueprint Implementation Plan from several stakeholder groups.

Annual Leave Reminders - Carryover Guidelines
Annual leave allows eligible staff members an opportunity to get much needed and uninterrupted down time in order to decompress from the stress of the work environment. Use of annual leave is strongly encouraged in order to enjoy leisure time activities, time to focus on mental health, as well as the ability to connect with family and friends, either near or far. Employees are strongly encouraged to use the annual leave available to them.
Please note that carry-over of accrued annual leave will follow the guidelines as stated in your respective negotiated agreement at the end of the fiscal year.

Untenured Teachers: Your Response is Requested
Shomari Zachary, a teacher specialist at Joppatowne High School, is requesting untenured teachers to complete a brief survey regarding the implementation of critical thinking skills. This survey is a part of his dissertation and has been approved by the Office of Accountability. The survey is voluntary and anonymous.
The study aims to investigate the perceptions, preparation, and practices of pre-service and novice teachers within teacher preparation programs and school districts to examine teacher readiness and barriers that prevent the implementation of critical thinking. The survey consists of five demographic questions, 10 Likert scale questions, and four open-ended questions and should take approximately 10-15 minutes to complete.
The researcher may request a follow-up interview for interested individuals. If interested, participants may respond to that in the survey. Untenured teachers may complete the survey here.

Federal Drug-Free Workplace Act’s Applicability to Cannabis Use in Schools
There have been significant legislative changes at the state level around the use of cannabis in recent years. This year, the Maryland General Assembly enacted legislation that will allow individuals 21 and older to purchase cannabis products legally from a licensed dispensary, beginning on July 1, 2023. 2023 Md. Laws, ch. 254. However, it is important to keep in mind that, despite these changes, cannabis continues to be classified as a Schedule I controlled substance under federal law, and its use remains illegal under federal law.
The policies and regulations set forth by the Federal Drug-Free Workplace Act apply directly to the use of cannabis in schools, including child care facilities located in schools, even if such use might be permitted under State law. All employees, contractors, volunteers, and visitors are required to comply with this law and may not distribute, possess, use, or be under the influence of cannabis while in schools or during working hours, including but not limited to while transporting students or attending school-sponsored activities.

February Communi-Team Adventure
Congratulations to all February Communi-Team Adventure nominees! The February adventure participants traveled to Sandy Point State Park in Annapolis, MD on February 1, 2024 to volunteer and support the participants of the annual Cool Schools Plunge! Nominees were recognized for demonstrating one or more of the following values: inclusion, equity, celebration, leadership, and/or perseverance.
Everyone had a wonderful morning, “freezin’ for a reason,” supporting all participants. Congratulations again to all nominees and THANK YOU to all of our wonderful nominators! Exciting Professional Development Opportunity
Course Title: IIRP Restorative Practices for Educators
Course Description: Building and strengthening relationships and community is a critical component of school culture. Restorative practices are an essential process for creating a positive learning environment, building social capital, and resolving relational issues.
During your training session, you will learn the fundamental theory and practices for engaging with students, staff, and parents in your school setting.
Topics include the importance of being explicit about practice, how to set high expectations while being supportive, and ways to build community in your setting. We will discuss giving direct feedback, asking questions that foster accountability, and using effective methods to resolve common conflicts.
You will learn to apply the restorative practices continuum, understanding which restorative processes are best for achieving certain goals or responding to particular situations. We will focus specifically on facilitating circles, an essential process for creating a positive learning environment and school culture. Circles can be used both proactively and responsively to build social capital, sustain relationships, address social problems, and respond when harm occurs. Participants will spend time planning circles to use in their schools.
CANVAS Pre-Work Modules: All participants must complete the RA for Educators Canvas Modules before attending their scheduled training.
Location: These training sessions will be offered in person at the indicated locations or virtually via a TEAMS link sent by the course instructor.
Session Format: There is a Max 24 participants per session and 14 participants need to be registered for the course to run. Session formats are subject to change based on registration. You will be notified by email of any format changes.
Permissions: If you are registering for an in-person weekday training session, you will need to obtain permission from your principal to attend. Sub-coverage pay will be provided.
Payment: For HCPS staff completing the Canvas modules and training outside of their duty day, the compensation rate is the $25/hr. negotiated rate.

CareFirst BlueCross BlueShield (CareFirst) members can now access a full suite of services through CloseKnit. CareFirst Video Visit is no longer available. This change does not impact your ability to use telemedicine offerings from other providers in the CareFirst network.

This report is monitored bi-weekly by a member of the Benefits Office for further assistance and tracking of member service feedback. Participating in the $10,000 School Team Challenge can offer several advantages. Working together allows you to explore various strategies, learn from each other's experiences, and build a foundation for long-term success.
What to Know:

Nurse Amy Garrison, Churchville Elementary School
"I would like to give a huge HCPS shout out to Nurse Amy Garrison from Churchville ES. I was conducting routine personal business at a local Bel Air merchant when during casual conversation with the associate, he mentioned that his son was recently diagnosed with a medical condition requiring significant attention from the school nurse. The parent had nothing but wonderful things to say about the nurse and how relieved he is that the school nurse is extremely knowledgeable and caring and that she goes far beyond expectations to help the student and family manage the new diagnosis. The associate was not aware that I work for HCPS. After asking which school his son attends, I learned that Amy Garrison was the school nurse. I have never worked directly in a school with Amy; but, many years ago, I had the opportunity of co-sponsoring a field trip to ensure students in need were able to receive eyewear. During that experience, I found Amy to be a dedicated HCPS employee and healthcare professional. It was a pleasure to hear a parent praise her commitment so highly. Way to go, Amy!"

Celebrating Library Partnerships: Shout out to Eliza Wagoner, English Teacher at Havre de Grace Middle High School
Eliza developed a Pride and Prejudice themed celebration where her AP Literature students came to the library, many dressed in ballgowns and gloves, to teach the class about an aspect of the Regency Era after a thorough, not-always-easy analysis of Jane Austin’s novel.
Students impressed all who sat and learned, with lessons on historically accurate types of dancing and music, how to make English scones, Jane Austin characters as modern-day musicals, and more…all while sipping on tea using the fancy china.
Brava, Eliza! You created a memorable, yet educational atmosphere that the students in your class will not soon forget! Students were engaged in discussions about the book, its themes, and relevance to modern society. Thanks for inspiring and guiding our students--your dedication to cultivating a love for literature and fostering a spirit of creativity within our students is truly commendable.
