Hello, Region 11 CTE and CCMR!
November is upon us, the true start to the holiday season. Everyone is busy with their personal lives, and at school, you start to think about registering kids for 2024-2025 and CTE competition travel that begins full force come January. Time truly marches on!
We want to thank all of you who attended our CCMR Summit. It was an absolute joy to see so many engaging with industry and colleagues — a special thank you to those who presented. Sharing your wisdom with your colleagues is a wonderful way to give back! We say it often, but we are better together, and what an amazing group of professionals we have the honor to be together with!
Take note — the CCMR Summit replaced the November Leader Meeting. Be sure to register for the December 14th CCMR and CTE Leader Meeting.
Know that you are in our counted blessings, and we wish you a wonderful Thanksgiving and a restful break! Be sure to disconnect and enjoy time with friends and family.

November To-Do List
Review the reports for your second six weeks.
Gather a completed DD Form 4 "Enlistment/Reenlistment Document-Armed Forces of the United States" for graduates who committed to the military, perhaps recognizing future heroes under Friday Night Lights. (Submit in March 2024)
Begin working on your plan for 2024 graduates who don't have CCMR earned- use CCMR Tracker and locally held data systems to evaluate.
Recruit, recruit, recruit for 2024-2025!
2023-24 is a CLNA year. (Link to Guidebook) Begin creating your committee. Required committee members are listed in the guidebook.
Verify all WBL sites have been visited for the second six weeks of school.

Summary: The proposed amendment would update innovative course application and approval requirements.

Public Comment Period: October 13, 2023, to 5:00 p.m. on November 13, 2023
The SBOE will take registered oral and written comments on the proposal at the appropriate committee meeting in November 2023 in accordance with the SBOE board operating policies and procedures.
Proposed Effective Date: 20 days after filing as adopted with the Texas Register

News from TEA CTE
2023 Accountability Manual Release 10/31/2023
The purpose of this communication is to inform school systems about the publication of the final rule adopting the 2023 Accountability Manual. A few key points:
- The final Manual, which was filed on Wednesday, October 25, is now posted online. The Manual is the result of two years of stakeholder feedback, a posted framework in January 2023, and feedback collected from the proposed rule posted in May.
- The issuance of A-F ratings under this final rule is pending and subject to change based on judicial rulings or decisions from the 88th Legislature during a special called session.
- The Manual also covers topics related to designations under the federal accountability system and Results-Driven Accountability (RDA), which take effect per the final rule.
As communicated in the TAA on September 12, 2023, the publication of the 2023 Accountability Manual was delayed to conduct further analyses of growth data. After gathering feedback from stakeholders, the final 2023 Accountability Manual includes updated STAAR growth goals that were set using a baseline of 2019 rather than the previously proposed baseline of 2019 and 2022. Specifically, cut points for student growth in Domain 2A are lower than what was published originally in January 2023 and included in the proposed rule in May. Some conforming changes were made to Domain 3 growth cut scores. This update ensures that goals will not be influenced by anomalous growth data from the COVID-19 pandemic.

- What if Ratings for 2021-2022 will be released on 11/7, 2023 in TEAL.
- District Results Driven Accountability (RDA) Reports will be released on November 16, 2023, in TEAL.
- Comprehensive, Targeted, and Additional Support Designations under federal accountability will be released on November 16, 2023.
2022 Snapshot Report Now Available: As of October 20, 2023
The 2022 Snapshot Report is now available on the Snapshot: School District Profiles webpage. Snapshot provides an overview of public education in Texas, at both the state and district levels, and includes almost 100 separate data elements to either browse or download. Snapshot also combines the data into summary tables based on specific characteristics, and its peer search function allows a user to group districts according to shared characteristics.
PEIMS Updates
To improve security regarding student data and protect personally identifiable information, Public Education Information Management System (PEIMS) IDs are now masked in TIDE when the student’s PEIMS ID is also their social security number. TIDE users will now see asterisks (****) or bullet points (●●●●) in place of most digits. Functionality for adding or deleting PEIMS IDs remains unchanged for district and campus users. District testing personnel may continue to upload PEIMS IDs in student registration and additional student field files.
202 -2024 PEIMS Submission Dates
December 7, 2023 – Fall Submission (initial submission) due.
January 18, 2024 – Fall Resubmission (corrected submission) due.

Upcoming 2023 Performance-Based Monitoring (PBM) Data Validation Release Dates
District and student-level data validation reports will be posted to TEAL Accountability on the following dates:
- Leaver Data Validation: Mid-November 2023
- Discipline Data Validation: Early-December 2023
- Student Assessment Data Validation: Mid-January 2024

Register and Promote Your Event!
We are one week away from National Apprenticeship Week (NAW) 2023! It's easy to add your event or proclamation to the NAW website. So far, over 830 NAW events and 255 proclamations have been added, and it's not too late to add yours!
Sharing events on social media is the quickest way to spread the word and create a buzz that draws attendees and builds excitement. Don't keep the event to yourself, share it on your social media channels and use #NAW2023 and #ApprenticeshipUSA. See how others are sharing NAW2023 events on social media by visiting the NAW social media page on our website.
Share Your Event with the Media
Media outreach is key to sharing your apprenticeship program with a broader audience, highlighting your successes, and forging new partnerships. Use the NAW 2023 Promotion Toolkit to create a press release and develop a media outreach plan. As an example, read a news article that featured an event held during NAW 2022.
In addition to promoting your NAW activity with the media, visit the NAW website for all the resources you need to plan or host an event, develop a proclamation, and more get the word out to the public.
Free Resource for Dollars and Sense
Lemoney Learning is looking to work with educators teaching the "Dollars and Sense" course this spring.
Lemoney Learning is a free platform based in Texas that supports Business, Personal Financial Literacy, and Economics standards to improve student outcomes.
They are launching new course materials for Dollars and Sense this spring and are looking to work with educators as they roll the course out.
Lemoney Learning offers a free, out-of-the-box solution built exclusively around TEKS with instructional materials, pacing guides, classroom activities, a video library, assessments, professional development, and supplemental digital learning aid for students.

Aligning Career and Technical Education with Regional Labor Demand
Career and Technical Education downloads will provide a list of in-demand occupations that are aligned with Texas Career Cluster and Statewide CTE Programs of Study information. This data is arranged by region and contains relevant labor market information to help understand which jobs are most likely to be available and well-compensated.
Understanding how CTE programs align with meaningful employment opportunities can assist school districts in making informed decisions about high-wage, in-demand occupations to justify the creation of new Career Technical Education (CTE) programs and to guide program design. The information provided ensures that students have appropriate CTE opportunities while strengthening local economies.
